About the Role

As a Senior Project Estimator, you will support the Estimating Manager in developing estimates from inception through completion, ensuring quality, integrity, and alignment with project goals.

Responsibilities

  • Supports estimators in developing an achievable estimate plan, including budget, and assists the estimating team in executing estimates.
  • Coordinates the consolidation of estimate components and supports preparation of proposal cost volumes and bid forms.
  • Reviews estimates to ensure quality and integrity.
  • Supports Estimators in preparing basis and assumption documentation and ensures lessons learned are incorporated.
  • Reviews scoping documents, design, or Request for Proposal (RFP) scope criteria and quantities for completeness and reasonableness; coordinates with the project team to develop additional estimating basis when information is incomplete.
  • Helps establish and review conceptual scopes of estimates and studies when definition is unavailable by conceptualizing the design of the finished product.
  • Supports bid evaluation of cost and schedule criteria and prepares bid evaluations; may participate in discussions with vendors.
  • Prepares non-manual, distributable, or contractors' indirect cost estimates, including temporary facilities, miscellaneous construction services, tools and equipment, non-manual staffing, startup services, payroll taxes, insurance, camp facilities, and other field costs.
  • Assists in presenting the estimate’s management review package to the estimate team, department management, and business line management; schedules internal and external reviews as needed.
  • Performs and reviews escalation calculations for complex job estimates.
  • Identifies ways to mitigate risk; assesses uncertainties associated with productivity, material pricing, wage rates, and quantity variation.
  • Supports the development of estimating standards and procedures.
  • Develops and presents training in areas of expertise for courses and on-the-job training.
  • Performs analysis on received commercial data.
  • Prepares cost studies utilizing historical data, statistical analysis, and cost/quantity comparisons; develops new techniques to meet specific needs.
  • Analyzes cost/price data from suppliers/subcontractors, cost processors, engineering progress, and quantity installation progress; generates comparative data (historical costs and other metrics).
  • Tracks estimate status from initial request through project execution.

Requirements

  • Bachelor’s degree in engineering, science, or information technology discipline with a minimum of 4 years of relevant experience.
  • OR Master’s degree in engineering, science, or information technology discipline with a minimum of 2 years of relevant experience.

Preferred Qualifications

  • Demonstrated intermediate-to-advanced understanding of Estimating core processes, requiring minimal direction and supervision.
  • Knowledge of estimating software tools.
  • Experience in price-to-win strategies and/or leading/supporting estimates during proposal bids.
  • Advanced knowledge of EPC estimating methods, processes, and procedures; understanding of estimate types, classifications, and components.
  • Specific understanding of detail-level estimates and design packages.
  • Significant knowledge of and experience in quantity takeoffs, statistical analysis, cost and price analysis, life cycle analysis, and personnel management.
  • Skill in understanding and implementing technical discipline processes, engineering drawings, quantity determinations, and mathematical and financial reports.
  • Advanced knowledge of construction methods and techniques in area of specialization, with a general understanding of other disciplines.
  • Familiarity with engineering and construction codes and standards.
  • Thorough understanding of cost index and escalation projection sources.
  • Ability to contribute to risk and contingency assessments.
  • Proficiency in Microsoft software applications (Word, Excel, PowerPoint).
  • Strong oral and written communication skills, including presentation skills and the ability to address groups of supervisors.
  • Demonstrated ability to work with people of varied backgrounds and objectives.

Notes

Requires a Q clearance; all qualified candidates will be considered regardless of current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required. This position may require entry into Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), including a DOE counterintelligence evaluation and potential counterintelligence-scope polygraph examination. This position may also be categorized as a “designated position” under 10 C.F.R. Part 709, requiring a similar evaluation. U.S. citizenship is required for security clearance applicants. Candidates accepting a job offer will undergo a pre-placement physical, drug screening, and background investigation. Employees may be subject to random drug testing without advance notification.
