Senior Program Manager, Workforce Strategy & Organizational Effectiveness
About the role
Oracle Cloud Infrastructure (OCI) is seeking a highly motivated and strategic Senior Program Manager (IC4) to join the Workforce Strategy & People Operations team supporting Data Center Infrastructure. This role is responsible for driving workforce standardization initiatives that enable consistency, operational excellence, and organizational scalability across Oracle's global data center portfolio.
The successful candidate will lead enterprise-wide programs focused on standardizing job architectures, defining and documenting role expectations, developing playbooks, and improving onboarding and workforce readiness across the Delivery organization. This individual will collaborate closely with leaders across Data Center Delivery, Human Resources, Learning & Development, and cross-functional partners to ensure consistency in how work is performed while supporting a positive employee experience and organizational health.
This role requires exceptional program management skills, executive communication abilities, organizational agility, and the capability to influence stakeholders across multiple levels of the organization. The successful candidate brings a proactive, “do what it takes” mindset—willing to pitch in wherever needed, adapt quickly to evolving priorities, and mobilize programs in response to high-priority business needs.
Responsibilities
- Lead the program to standardize data center site staffing models, job titles, role definitions, responsibilities, and job descriptions across the Data Center Delivery organization.
- Partner with functional leaders to document and align role expectations, responsibilities, and career progression frameworks that support organizational consistency.
- Develop and maintain operational playbooks and delivery runbooks that establish standardized ways of working across Data Center Delivery teams.
- Collaborate with subject matter experts to create repeatable processes, documentation, and training materials that enable consistent execution and knowledge transfer.
- Partner with Learning & Development and operational leaders to support training strategies and ensure employees have clear guidance on role expectations and operational procedures.
- Establish governance processes to ensure workforce documentation remains current, scalable, and aligned with business objectives.
- Identify opportunities to improve operational efficiency through process standardization, documentation, and continuous improvement initiatives.
Preferred Qualifications
- Bachelor's degree in Business, Human Resources, Organizational Development, Project Management, or a related field; advanced degree preferred.
- 7+ years of program management, operations, workforce strategy, organizational effectiveness, or related experience in a complex, fast-paced environment.
- Demonstrated experience leading cross-functional programs involving organizational transformation, process standardization, or workforce initiatives.
- Experience developing operational documentation, org-charts, playbooks, standard operating procedures (SOPs), or runbooks.
- Strong understanding of organizational design, workforce planning, or talent operations is highly desirable.
- Experience partnering with Human Resources and business leaders to analyze workforce metrics and organizational health indicators.
- Exceptional written and verbal communication skills with the ability to present to executive leadership.
- Proven ability to influence without direct authority and successfully manage multiple stakeholders across geographically dispersed teams.
- Strong analytical and problem-solving skills with experience using metrics to drive decision-making.
- Highly organized with excellent project planning, prioritization, and execution capabilities.
- Experience supporting large-scale operational organizations, cloud infrastructure, or data center environments is preferred.

Pay
US: Hiring Range in USD from: $97,500 - $209,500 per year. May be eligible for bonus and equity.

- Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
