The Senior Program/Financial Analyst supports the Office of Naval Research in Arlington, VA. At AVIAN, we prioritize talent and foster a culture of continuous learning and growth.

Responsibilities

  • Provide senior-level financial/program analyst support to ONR
  • Train junior financial analysts
  • Review Purchase Requests (PRs)
  • Act as a leader across the analyst team
  • Contribute to departmental financial reports
  • Support the Business Financial Manager (BFM)
  • Perform financial analysis for various funds and funding sources
  • Prepare and research funding documents within NERP and PPS
  • Track commitments, obligations, and expenditures of funding
  • Resolve issues related to NERP Work Breakdown Structure (WBS) funding
  • Develop presentations or reports for speaker presentations and Department of Navy higher echelon briefings
  • Draft funding documents and Purchase Requests (PRs)
  • Conduct qualitative and quantitative analyses of financial data
  • Assist in developing program improvements
  • Maintain Program Officer’s and/or Department’s financial execution status
  • Prepare financial management “phasing plans”
  • Support program officers and other government personnel
  • Respond to various data calls related to ONR-sponsored projects
  • Book conference rooms and coordinate off-site events
  • Attend meetings/program reviews, compile information for lessons learned, assist program officer(s) by registering attendees, distributing workshop information, developing supporting documents, and providing administrative support
  • Prepare agendas, minutes, and other administrative support documents as needed
  • Occasionally travel for Conus and Oconus activities

Requirements

  • Bachelor's degree from an accredited college or university with a minimum of 10 years of experience with Government financial and budget cycles (or a combination of a minimum of 15 years of experience and a high school degree)
  • Experience with Government financial systems
  • Ability to obtain and maintain a Department of Defense security clearance
  • U.S. Citizenship required
  • Hybrid work environment with 2x onsite and 3x telework

Qualifications

  • Prior experience with Navy ERP or similar DoD accounting software
  • Experience managing complex S&T program financials
  • Experience in Earned Value Management (EVM) and/or other cost analysis
  • Knowledge of government planning, forecasting, program budgeting, funding, and execution monitoring
  • Excellent computer skills, particularly in PowerPoint and associated graphics and presentation development software
