About the role
WSP USA is seeking a Contracts Manager for its Ephrata, Pennsylvania location (or any U.S. office) to collaborate with project teams within a dynamic procurement organization. The role supports contract intake, workflow management, and lifecycle tracking through WSP’s Contract Lifecycle Management (CLM) system.
Responsibilities
- Interpret client contracts to identify major requirements, insurance, and mandatory flow‑downs.
- Prioritize business, legal, and financial risk and work with leaders to mitigate it.
- Prepare subcontracts and various agreement types (memoranda of understanding, teaming agreements, intercompany agreements, task orders, professional services agreements, non‑professional/commercial agreements, master agreements).
- Collaborate with business leaders to ensure accurate payment terms and review scopes of work and performance schedules.
- Engage with business leaders and subcontractors to resolve subcontract‑related issues.
- Manage completion of subcontracting activities, identify and solve problems, and drive critical thinking to optimize results.
- Handle multiple projects simultaneously, prioritize tasks, and meet deadlines.
- Communicate subcontract progress and accomplishments to stakeholders.
- Provide training to internal stakeholders as needed.
- Manage intake and triage of subcontract and contract requests through the CLM system, ensuring accurate routing, prioritization, and tracking.
- Administer contracts across the full lifecycle within the CLM system (initiation, drafting, review, approval workflows, execution, renewal/closeout).
- Maintain accurate subcontract records, documents, and data in the CLM repository.
- Monitor personal dashboards to track status, cycle times, compliance, and workload metrics.
- Perform additional duties as applicable.
Required qualifications
- Bachelor’s degree in Business, Finance, Law, or equivalent.
- 5+ years of experience drafting and editing agreements with government and private‑sector clients and vendors.
- Experience with contract law principles and multiple agreement types (MOUs, teaming agreements, intercompany agreements, task orders, professional services agreements, non‑professional/commercial agreements, master agreements).
- Working knowledge of commercial, federal, state, and local government contracting practices.
- Strong attention to detail, problem‑solving, time‑management, and ability to prioritize work.
- Ability to multi‑task in a high‑volume, fast‑paced environment.
- Excellent conflict‑resolution and communication skills with internal and external parties at all organizational levels.
- Self‑directed work style with ability to establish priorities and meet deadlines with minimal supervision.
- Proven ability to influence stakeholders and negotiate desired outcomes.
- Respond to internal and external inquiries regarding subcontract issues, audits, and compliance requirements.
- Adherence to workplace safety policies, WSP’s Code of Conduct, and related ethical standards.
Preferred qualifications
- Experience with Contract Lifecycle Management (CLM) systems, preferably Agiloft or similar platforms.
- Familiarity with CLM workflows, contract templates, and data management.
- Certified Professional Contracts Manager (CPCM) or Certified Commercial Contracts Manager (CCCM) certification.
- Paralegal certification (a plus).
- Experience with public infrastructure projects, transportation engineering, architecture, strategic consulting, construction management, or design‑build.
- Working knowledge of FAR compensation methods (CPFF, T&M, FP, LS, NBR, CPM) and their specific requirements.
Skills
- Proficiency in Microsoft Office 365 suite (Outlook, Word, Excel, PowerPoint) and DocuSign.
- Enthusiasm for learning new technology and strong knowledge of Microsoft Office.
