Senior Product Manager
About the role
The Office of Technology and Innovation (OTI) leverages technology to drive opportunity, improve public safety, and help government run better across New York City. From delivering affordable broadband to protecting against cybersecurity threats and building digital government services, OTI is at the forefront of how the city delivers for New Yorkers in the 21st century. The Product Development team is seeking a Senior Product Manager to create and prioritize business cases for digital products that shorten the new construction permitting process. The Senior Product Manager will work closely with SPEED program owners and cross-functional teams to manage software product development from conception to launch, delivering scalable, user-friendly, and data-driven tools.
Responsibilities
- Strategy and Product Roadmap: Create clear business cases that outline priorities, direction, and timing for SPEED; diagnose root challenges and propose elegant solutions; manage the software product lifecycle from conception to launch as the bridge between program strategy, user experience, and technology.
- Deliver outcomes to New Yorkers: Synthesize research, analytics, and systems analysis to understand user problems and define options to solve them; define what to build to maximize value and program impact; define and monitor outcomes and KPIs to prioritize evidence-driven improvements for SPEED.
- Cross-functional leadership and collaboration: Collaborate with program owners to define outcomes and KPIs; translate and prioritize user needs into requirements; guide program, UX, and engineering teams; engage non-technical stakeholders on complex topics in plain language; articulate insights and recommendations; write user stories, acceptance criteria, and system requirements.
- Handle special projects and initiatives as assigned.
Requirements
- A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics, or a related field and six years of full-time experience in enterprise architecture, solutions architecture, network architecture, and/or IT infrastructure systems.
- OR a baccalaureate degree and ten years of full-time experience in the same fields.
- OR education and/or experience equivalent to the above.
Preferred Skills
- 5+ years of proven experience in a product role supporting the launch of digital features and products that help end users from discovery through maintenance.
- 2+ years of hands-on experience building enterprise software, including data governance, data quality, data ingestion, processing, and sharing.
- Adept at synthesizing data and analytics to build software and support product decisions and prioritization.
- Fast learner able to manage multiple products from strategy to execution.
- Best-in-class attention to detail with strong written and verbal communication skills.
- Self-motivated and proactive, appreciates collaboration and transparency.
- Experience synthesizing qualitative and quantitative data to make decisions.
- Experience working across ecosystems, platforms, and new technologies.
- Strong analytical and problem-solving skills to address complex challenges.
- Self-motivated and creative problem solver with an excellent ability to influence without authority.
- Proven track record of bringing diverse groups and perspectives to work toward a common goal.
Due to the necessary duties of this position in a 24/7 operation, the candidate may be required to work various shifts such as weekends and/or nights/evenings.
