About the role
At the Allegheny County Department of Human Services (DHS), we serve more than 200,000 residents each year and manage over $1 billion in essential services for the County’s most vulnerable populations. We’ve built a national reputation for using data and technology to improve how public services work—and we’re continuing to grow. We’re hiring a Senior Product Manager to help lead development of digital tools that support Child, Youth & Families (CYF) operations and improve how caseworkers, supervisors, and partners coordinate services and protect children.
Key Responsibilities
- Collaborate with CYF leadership, supervisors, and frontline staff to define user needs, scope features, and prioritize work.
- Lead product development from discovery through delivery, partnering with UX, engineering, and data teams to build practical, user-centered solutions.
- Champion an iterative approach—starting with workflow mapping, lightweight prototypes, or manual pilots to validate ideas before scaling.
- Translate complex casework processes and compliance requirements into clear product requirements.
- Contribute to department-wide product strategy and ensure alignment across initiatives affecting CYF.
- Support modernization of existing systems and workflows while balancing near-term improvements with long-term platform evolution.
- Clearly communicate product goals, decisions, trade-offs, and progress to both technical teams and non-technical stakeholders.
- Provide informal mentorship to junior product managers and service delivery managers and help establish best practices across the product team.
What We're Looking For
- 5+ years of hands-on experience as a product manager, including delivering products from discovery through launch.
- Strong communication skills and the ability to work across teams with diverse stakeholders, including program staff and leadership.
- Skilled at breaking down complex problems and defining practical MVPs using prototypes or non-technical validation approaches.
- Comfortable collaborating with engineers and designers to develop reliable, user-centered systems.
- Experience working in child welfare, human services, public sector, or other regulated, compliance-driven environments is strongly preferred.
- Ability to balance user experience improvements with documentation, reporting, and regulatory requirements.
- Committed to collaboration, continuous learning, and improving public services through thoughtful use of technology.
