About the role
The Senior Procurement Specialist will strategically source and procure materials, equipment, and services critical to Primoris Services Corporation's diverse construction and engineering projects. This role involves leading complex negotiations, developing strong vendor relationships, and ensuring cost-effective and timely delivery while adhering to company policies and industry best practices.
Responsibilities
- Lead the full procurement lifecycle, from requirements definition and vendor identification to contract negotiation, award, and ongoing supplier management.
- Develop and implement procurement strategies for key categories, identifying opportunities for cost savings, efficiency improvements, and risk mitigation.
- Conduct in-depth market research and supplier analysis to identify qualified vendors and assess their capabilities, financial stability, and performance.
- Prepare and issue Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Invitation to Bids (ITBs); analyze responses and make recommendations for awards.
- Negotiate favorable terms and conditions with suppliers, including pricing, delivery schedules, quality standards, and service level agreements, ensuring compliance with legal and company requirements.
- Manage supplier relationships, monitor performance, resolve disputes, and drive continuous improvement initiatives.
- Collaborate closely with project managers, engineers, and other internal stakeholders to understand project needs and ensure procurement activities align with project timelines and budgets.
- Oversee the preparation and execution of purchase orders and contracts, ensuring accuracy and completeness.
- Identify and mitigate potential supply chain risks, including lead time issues, material shortages, and quality control problems.
- Maintain accurate procurement records, including vendor information, contract details, and purchase history.
- Stay informed of industry trends, market conditions, and new technologies relevant to procurement.
- Mentor and provide guidance to junior procurement staff as needed.
Requirements
- Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.
- Minimum of 7 years of progressive experience in procurement, strategic sourcing, or supply chain management, preferably within the construction, engineering, or industrial services industry.
- Proven track record of successful negotiation, cost reduction, and supplier relationship management.
- Strong understanding of contract law, commercial terms and conditions, and risk management principles.
- Excellent analytical, problem-solving, and decision-making skills.
- Proficiency in procurement software and enterprise resource planning (ERP) systems (e.g., SAP, Oracle).
- Exceptional communication, interpersonal, and presentation skills, with the ability to effectively interact with all levels of the organization and external partners.
- Ability to work independently and as part of a team in a fast-paced, dynamic environment.
- Strong organizational skills and attention to detail.
- Certifications such as CPSM (Certified Professional in Supply Management) or C.P.M. (Certified Purchasing Manager) are a plus.
- Ability to travel occasionally as required.
