Senior Procurement Lead
About the role
Established and productive individual contributor, who works under minimum supervision. Helps to implement projects, programs, and processes in support of the organization's overall Procurement strategy. Applies practical and experiential knowledge of Procurement to administer best of class policies, procedures, and plans.
Responsibilities
- Sources market pricing for material products and vendor services associated with NYRA’s operations;
- Counsels more junior colleagues in techniques, processes, and responsibilities;
- Ensures compliance with NYRA Procurement Department policies and procedures;
- Works under minimum supervision to accomplish key tasks for the Procurement team, following industry best practices and techniques in order to meet organizational standards of excellence;
- Assists Business Owners with scope development and procurement strategy based on market conditions;
- Provides objective analysis and technical expertise to NYRA subject matter stakeholders;
- Communicates with vendors and suppliers regarding pending procurements, service agreements expiration, contracts renewals, and other matters to support procure to pay operations- this includes pre-sell and solicitation development calling;
- Assists in resolving supplier-related issues, including delays, discrepancies, and compliance concerns;
- Leads and facilitates sourcing events—RFPs, RFIs and RFQs, EOIs across various commodities;
- Conducts in-depth procurement activities, including supplier communication and building bidder interest, and advanced contract reviews;
- Reviews documentation submitted in support of a solicitation in accordance with NYRA policy to determine responsiveness of proposals received;
- In collaboration with NYRA’s Legal Department, works to ensure that agreements conform to NYRA’s Terms & Conditions;
- Provides support for legal review of awards and subsequent contract development;
- Reads / reviews contracts renewals or 3rd party agreements to identify opportunities for savings and negotiates best in class pricing with vendors;
- Participates on negotiation teams for contracts, leases and licensing arrangements;
- Supports procurement reporting by gathering and analyzing data on spending and supplier performance;
- Highlights shifts in commerce that may impact NYRA operations;
- Post Contract- Analyzes vendor performance and enters conducts periodic vendor meetings;
- Maintains up-to-date automated records in ARIBA, SAP, Monday.com, BidNet and Agiloft for all vendors and suppliers, procurements, contracts, and agreements executed, including renewal and expiration dates;
- Other duties as assigned by the Procurement Manager and the Senior Director of Procurement.
Requirements
Demonstrate no less than 5 complete years of progressive experience in public or institutional bidding practices as the procurement lead or responsible agent.(NYRA may ask for proof of managed solicitations)
A Bachelors degree is required. A Masters degree or advanced certificates in Supply Chain, Procurement, Negotiations or Contract Management is a plus

Summary Of Physical Requirements And Work Environment This role is primarily sedentary and performed in an office or office-like environment with no special physical demands required. The position involves extended periods of sitting with intermittent standing and walking, as well as occasional bending, reaching, and other routine movements typical of a professional workplace. The role requires regular hand manipulation, including daily typing and repetitive hand movements while working on a computer. Occasional light lifting (generally up to 10 lbs., and infrequently up to 30 lbs.) may be required. The work environment does not typically expose the employee to hazardous conditions. There is minimal exposure to environmental hazards such as moving mechanical parts, fumes, extreme weather, or high-risk work areas.
