The Senior Planner position is responsible for preparing plans & studies for the NAVFAC that addresses infrastructure investment requirements and strategies on the regional scale. Responsibilities

  • Prepare plans and studies that address infrastructure investment requirements and strategies at the regional scale.
  • Develop functional or platform-based plans that are broadly scoped and guide more detailed installation planning efforts.
  • Prepare plans involving more than one installation within the region, including plans for fleet concentration areas.
  • Prepare Regional Integration Plans (RIPs), Functional Regional Shore Infrastructure Plans (RSIP), special planning studies, and Business Case Analyses.
  • Prepare Installation Plans & Studies (e.g., Installation Development Plans (IDPs), Capital Improvement Plans, Recapitalization Plans, Installation Appearance Plan (IAP), Antiterrorism/Force Protection (ATFP) Plans, Master Plans, Land Use Development Plans, Shore Capability Area (SCA) studies).
  • Prepare Encroachment Management Plans & Studies, including AICUZ & RAICUZ plans (AICUZ, Noise, and Naval Aviation Simulation Model (NASMOD) studies).
  • Prepare Basic Facility Requirements (BFR) and Facility Planning Documents (FPD) for significant efforts or to meet 20% update requirements, including Platform BFRs and updates in iNFADS.
  • Perform Asset Evaluations of Facilities to maintain data currency, updating property records and asset-related fields on FPDs in iNFADS.
  • Prepare Site Approval Documents, including graphics, PR/BFR/FPD updates, Safety and Non-Safety related site approvals, and WEBSAR inputs and tracking.
  • Provide Planning Services such as AICUZ/RAICUZ program management and oversight, 20G/H technical consultation, ADA investigations, and general planning technical consultations.
  • Develop Sustainment, Restoration, and Modernization (SRM) Project packages, including scope validation, DD 1391s, cost estimates, site plans, safety system reviews, NEPA documentation, ATFP questionnaires, and SRM Project checklists.
  • Prepare Enhanced Use Lease (EUL) documentation, including identification of site alternatives and Market Feasibility Studies (Phase 1).
  • Provide Space Planning services, including draft space requests, space request management, analysis, and coordination with tenants and regional authorities.
  • Support CNIC/Other Claimant data calls, reporting, budget tracking, tenant support, meetings, design reviews, and Fleet Civil Engineer/CNIC support.
  • Generate Real Estate Requirements, including ingrants/outgrants, leases, licenses, permits, EUL Phase I and II support, encroachment partnering coordination, acquisitions and disposals documentation, and modular/trailer request packages.

Competencies

  • Knowledge of abstract planning concepts with a high degree of uncertainty and the ability to manipulate these concepts.
  • Knowledge of the Navy Shore Facility Planning System (SFPS) and experience with all major components of that system.
  • Ability to analyze engineering, management, and economic data; develop appropriate alternatives; and identify benefits and liabilities.
  • Excellent written and interpersonal communication skills.
  • Ability to perform tasks in a safe and responsible manner.
  • Ability to obtain Government credentials (e.g., Common Access Card).
  • Self-starter with a strong work ethic, positive attitude, and team player mentality.

Requirements

  • Bachelor’s degree in planning or engineering/architecture.
  • Minimum 10 years of experience in planning.
  • OR experience planning at a shipyard, including experience with Basic Facility Requirements (BFRs), Internet Navy Facility Assets Data Store (iNFADS), Installation Condition Assessment Program (ICAP), development of planning support A&E scopes of services, experience with DD1391s and Electronic Project Generator (EPG), experience with master long-range planning, and shipyard experience.
  • Valid driver’s license.

Preferred Qualifications

  • Additional relevant experience or specialized knowledge in planning-related fields.

Work Environment

The position may be subject to inside and outside environmental conditions, including noise levels requiring shouting. The role may involve proximity to moving mechanical parts, moving vehicles, electric current, scaffolding, high places, exposure to high heat, or chemicals. Atmospheric conditions may include fumes, odors, dusts, mists, gases, or poor ventilation. Close visual acuity is required for activities such as viewing a computer terminal and extensive reading.

Physical Qualifications

  • Mobility: ability to stoop, kneel, reach, walk, lift, grasp, feel, talk, hear, and perform repetitive motions.
  • Hearing: ability to hear audible safety alarms.
  • Visual Acuity: adequate to perform tasks safely and activities such as viewing a computer terminal and extensive reading.
  • Lifting: ability to exert up to 50 pounds of force occasionally, up to 20 pounds frequently, and a negligible amount constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
