About the role

ITCON Services is seeking a bright, motivated Senior PHP Developer for a contingent, 100% hands-on role supporting both company and project team endeavors. The Senior PHP Developer will participate in the full life cycle of agile or waterfall projects by designing, developing, maintaining, and enhancing web applications and knowledge management platforms. This position is eligible for remote work and is located in Vienna, VA or Kansas City, MO.

Responsibilities

  • Develop, maintain, troubleshoot, and enhance PHP-based web applications using PHP frameworks or custom PHP code, RESTful services, JavaScript, HTML, CSS, SQL, and modern web application development practices.
  • Customize and administer MediaWiki, including installation, configuration, extension management, template customization, user permissions, content workflows, and troubleshooting.
  • Implement, configure, and support Matomo analytics, including tracking code deployment, dashboard/report configuration, privacy-aware analytics, event tracking, goal tracking, and analysis of web usage trends.
  • Conduct unit testing and other testing types (functional, system integration, regression, interoperability, security, browser compatibility, load/performance, and user acceptance) to ensure high-quality, bug-free code.
  • Decompose business and system architecture to support clean-interface multi-team development.
  • Develop and maintain technical design documentation, release notes, Version Description Documents, source code documentation, test plans, test scripts, test results, and deployment instructions.
  • Support Agile/Scrum teams in sprint planning, backlog grooming, sprint reviews/demonstrations, retrospectives, quarterly release planning, and maintenance of sprint velocity.
  • Manage user stories, acceptance criteria, sprint backlogs, defects, test cases, release artifacts, velocity metrics, and burndown charts using Jira/Jira Agile.
  • Apply secure coding practices, static code analysis, automated unit/integration testing, vulnerability scanning, and remediation of vulnerabilities in accordance with federal security requirements.
  • Support production operations, system monitoring, application availability, patch validation, operational readiness checks, disaster recovery exercises, and Tier 2 troubleshooting for mission-critical applications.
  • Coordinate with project managers, business owners, product owners, help desk analysts, security teams, infrastructure teams, hosting providers, and Government stakeholders to resolve technical issues and support release readiness.
  • Mentor junior staff and take 100% ownership of assigned tasks.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical field.
  • 5+ years of relevant software development, sustainment, and operations experience supporting federal or enterprise applications.
  • Must be a US Citizen or Green Card holder.
  • Must be eligible to obtain and maintain the required USDA Public Trust/Tier 2 background investigation.
  • Minimum of four (2) years of experience with Angular/AngularJS or comparable front-end frameworks, including development of responsive, accessible, and user-friendly application interfaces.
  • Experience supporting applications hosted on Amazon Web Services (AWS), including troubleshooting issues involving AWS S3, RDS, EFS, cloud-hosted repositories, application deployments, backups, and environment configuration.
  • Strong knowledge of Section 508 and WCAG Level A/AA accessibility requirements for web applications, electronic content, reports, documentation, and user support materials.
  • Experience with source control, build, and deployment practices using Git-based repositories, AWS CodeCommit, PHP dependency management (e.g., Composer), release branching/tagging, and delivery of fully commented source code.

Preferred Qualifications

  • Hands-on experience with MediaWiki installation, configuration, extension management, template customization, user permissions, content workflows, and troubleshooting.
  • AWS Cloud certified or AWS Security Specialist certified.
  • Application Security Specialist, Certified Information Systems Security Professional (CISSP), or industry-accepted cybersecurity application certification.
