About the role

VBC is seeking a highly organized and detail-oriented Payroll & Benefits Manager to oversee and manage the entire payroll function for our growing modular manufacturing construction company. This role ensures compliance with federal, state, and local payroll regulations while supporting labor cost tracking and reporting for job sites, manufacturing facilities, and corporate locations. The Payroll & Benefits Manager oversees comprehensive benefits programs to enhance employee satisfaction and retention, developing and implementing innovative strategies aligned with company objectives and industry best practices.

Responsibilities

  • Payroll Processing, Benefits & Compliance
    • Manage end-to-end payroll processing for exempt and nonexempt employees on a weekly and biweekly basis.
    • Update payroll records by entering changes to employee information or benefits, such as job title changes, exemptions, and savings deductions.
    • Prepare reports summarizing earnings, tax deductions, leave, compassionate leave, and non-taxable wages.
    • Calculate payroll liabilities, including employee taxes (federal, state, social security) and employer payments for social security, unemployment, and workers’ compensation.
    • Ensure accurate and timely payment of wages, bonuses, and special compensations, including overtime.
    • Maintain compliance with federal, state, and local payroll, wage, and hour laws and best practices.
    • Prepare and file payroll tax reports in partnership with HR and Finance, including quarterly and annual filings (941s, W-2s, 1099s, etc.).
  • Benefits Administration
    • Ensure compliance with federal, state, and local legal requirements by studying existing and updated laws and regulations.
    • Inform employees of benefit usage by preparing and distributing benefit reports.
    • Manage benefits staff through coaching, counseling, and mentoring.
    • Resolve employee questions and problems by interpreting benefit policies and procedures.
    • Prepare special reports by collecting, analyzing, and summarizing information and trends.
    • Manage health insurance, retirement plans, paid time off, and wellness initiatives.
    • Conduct market research to ensure competitive offerings and regulatory compliance.
    • Serve as the primary contact for benefits inquiries, guiding enrollment and utilization while analyzing program effectiveness and recommending improvements.
  • Systems & Records Management
    • Maintain and update payroll systems (ADP) and records, ensuring accurate data entry and integration with timekeeping, accounting, and HR platforms.
    • Administer time and attendance systems for nonexempt employees in manufacturing locations.
    • Reconcile payroll-related general ledger accounts and prepare journal entries as needed.
  • Audit, Reporting & Analysis
    • Lead internal and external payroll audits and provide required documentation.
    • Generate and analyze labor cost reports by project, department, and cost center to support job costing and profitability reviews.
    • Collaborate with accounting and project management teams to ensure accurate labor allocation for job costing purposes.
  • Policy, Training & Support
    • Develop, implement, and enforce company payroll policies and procedures.
    • Train supervisors and staff on timekeeping procedures and payroll policy compliance.
    • Serve as a point of contact for employee inquiries and issue resolution related to payroll, timekeeping, and earnings.
  • Vendor & Benefits Coordination
    • Coordinate with HR and benefits vendors for payroll deductions (e.g., health insurance, 401(k), garnishments).
    • Ensure proper setup and ongoing management of benefit deductions and contributions.

Requirements

  • Education & Experience
    • Bachelor’s degree in Accounting, Finance, Human Resources, or a related field.
    • Minimum 5+ years of payroll experience, preferably in the construction and/or manufacturing industries.
    • Experience managing union payrolls and multi-state payrolls is required.
    • Certified Payroll Professional (CPP) designation preferred.
  • Technical Skills
    • Proficiency with payroll software (e.g., ADP, Paychex, UKG, or similar platforms).
    • Strong Excel skills, including pivot tables and VLOOKUPs.
    • Experience with ERP systems and time tracking software integration (e.g., Viewpoint, SAP, QuickBooks, or similar).
  • Soft Skills
    • Excellent attention to detail and organizational skills.
    • Strong interpersonal and communication abilities to work cross-functionally.
    • Ability to handle confidential information with integrity and professionalism.
    • Adaptable and able to prioritize tasks in a dynamic construction environment.
