About the role

The Metropolitan Transportation Authority (MTA) seeks a Senior Manager - Trials and Investigations Department Labor Relations Supervisor to lead and oversee the work of the Managers and Assistant Managers within the LIRR Labor Relations Department. This position is responsible for managing and overseeing investigations and trials, ensuring fair and timely resolutions, and providing guidance on labor-management issues.

Responsibilities

  • Manage and supervise the work of Managers and Assistant Managers, including investigations, disciplinary charges, and trials.
  • Review, investigate, and provide oversight regarding disciplinary charges and departmental reports.
  • Determine when trial waivers are appropriate and recommend penalties based on disciplinary history and evidence.
  • Provide direction to managers on handling labor-management issues and dispute resolution.
  • Coordinate training programs for managers on interpreting contracts and handling misconduct.
  • Recommend, create, or modify policies and procedures for employee disciplinary actions.
  • Represent the Labor Relations Department at internal meetings and communicate with external agencies.
  • Assist the Director in selecting, developing, and motivating personnel.
  • Ensure equitable treatment across all departments and maintain the disciplinary database.
  • Communicate effectively with key stakeholders and maintain a professional environment.
  • Work in a high-pressure, high-profile environment and coordinate diverse issues.
  • Complete short- and long-term projects effectively and efficiently.

Requirements

  • Detail knowledge of labor agreements, appeals, grievances, and trial procedures.
  • Familiarity with legal rules of evidence and trial preparation.
  • Strong investigatory and interrogation skills.
  • Excellent communication, interpersonal, organizational, presentation, critical thinking, problem-solving, decision-making, negotiation, and judgment skills.
  • Supervisory and/or leadership abilities.
  • Law degree with experience in trials and/or administrative hearings.
  • Knowledge of the Railway Labor Act and railroad operations.
  • Experience performing investigations, trials, dispute resolution, and case settlement.
  • At least 3 years in a managerial and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with MTA’s policies and procedures.
  • Familiarity with MTA’s collective bargaining procedures.

Preferred

  • Law degree with experience in trials and/or administrative hearings.
  • Knowledge of the Railway Labor Act and railroad operations.
  • Experience performing investigation and trial work at the LIRR.
  • Experience in labor-management dispute resolution.
  • At least 3 years in a managerial and/or leadership role.
  • Prior experience working in a large, multi-faceted, fast-paced organization or governmental body.
  • Familiarity with MTA’s policies and procedures.
  • Familiarity with MTA’s collective bargaining procedures.

Education and Experience

  • Bachelor’s degree in Labor Relations, Human Resources, Law, or a related field required.
  • Minimum 7 years of progressively responsible Labor Relations experience, or 5 years with an advanced degree.
