Senior Manager - Housing and Finance
About the role
The City of Richmond is seeking a highly motivated Senior Manager to lead the Housing Finance and Development programmatic functions, including ARPA housing development and preservation projects, the City’s Healthy Homes Program, and Affordable Housing Bond projects.
Responsibilities
- Works closely with the Department Director and other members of the senior management to accomplish affordable housing goals.
- Ensures the efficient management of all associated resources.
- Leads a team of three (3) Senior Project Development Managers and one (1) Project Development Manager.
- Coordinates the division personnel needed to support all open projects.
- Maintains compliance with all applicable Federal, State, and local regulations and requirements.
- Provides advice on all programmatic processes relating to affordable housing finance and development and/or preservation activities.
- Collaborates with the City Attorney’s Office on all ARPA and Bond projects' development agreements.
- Provides assistance to the Director on RRHA/City collaborations, including the Creighton Court, Highland Grove, Mosby Court, Gilpin Court redevelopment projects, etc.
- Ensures compliance with all applicable Federal, State, and local regulations and requirements.
- Attends various public/business meetings with the Director as necessary, regarding the City’s Housing Finance and Development initiatives.
Requirements
- Mastery knowledge of the principles of general management, public and business administration housing finance, real estate development, and their application in government.
- Expert in Housing Finance, Affordable Housing Development, and Rehabilitation.
- Demonstrated experience managing housing development projects, land acquisition and disposition, planning and development, design, construction, and financing.
- Mastery knowledge of affordable housing programs and governing federal and local laws and regulations.
- Advanced leadership, management, and communication skills.
Qualifications, Special Certifications And Licenses
- Bachelor’s Degree (Master’s degree preferred) from an accredited college or university with an emphasis in public administration, business administration, real estate, or other related fields.
- Seven (7) years’ experience in housing operations management work, including at least two years senior level management experience in public housing, affordable housing, and/or real estate redevelopment environment.
- Other equivalent combination of education and experience.
Skills
- To perform this job successfully, an individual should be competent in working with personal computers and software such as Microsoft Word and Outlook.
- Must be able to learn other software required by assigned tasks.
Environmental Hazards
Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.
Physical Requirements and Working Environment
Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk; frequently finger, hear, see, and perform repetitive motions; and occasionally climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, feel, and grasp. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
