About the Role

This is a limited-duration, full-time position scheduled to end June 30, 2027; however, it may become permanent pending funding approval. As a Senior Learning & Development Consultant, you will play a key role in strengthening the skills and capabilities of Oregon Parks and Recreation Department (OPRD) staff. You will design, develop, and deliver comprehensive training programs covering a wide range of topics, provide expertise on curriculum development and training strategies, and assess learning experiences for employees and managers.

This role involves consulting with management on employee-related issues identified during training, partnering with Human Resources to develop solutions, and evaluating the effectiveness of agency training programs. You will lead projects, facilitate group processes, and conduct evaluations through training records, surveys, focus groups, and daily interactions with staff.

This position has the potential for hybrid-remote work and will require minimal travel. Travel expenses to Salem for required in-person duties are not reimbursed.

Responsibilities

  • Design, develop, and deliver training programs for adult learners in both classroom and virtual settings.
  • Provide consultation on curriculum development, training strategies, and assessment methods.
  • Coordinate and present skill-building and professional development programs across the agency.
  • Consult with management on employee-related issues arising during training sessions and collaborate with HR to develop solutions.
  • Lead and support programs to evaluate the effectiveness and efficiency of agency training offerings.
  • Facilitate group processes and conduct evaluations through surveys, focus groups, and daily interactions.
  • Develop clear, concise, and accessible training materials, including curricula, facilitator guides, lesson plans, learner manuals, and multimedia content.
  • Conduct needs assessments, identify skill gaps, and recommend evidence-based training interventions.
  • Analyze training performance data to produce actionable insights for continuous improvement.
  • Design, develop, and maintain web-based training solutions using modern e-learning tools, audio/video editing software, and interactive media.
  • Collaborate with subject matter experts, managers, and cross-functional teams to ensure training aligns with organizational goals.
  • Manage training programs end-to-end, including planning, scheduling, content updates, performance monitoring, and vendor coordination.

Requirements

  • Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
  • Five years of work experience designing, planning, and implementing organizational development strategies.
  • A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or a related field may substitute for three years of the required work experience.
  • Valid driver’s license and ability to pass a criminal record and driving record check that meets OPRD criteria at the time of hire and throughout employment.

Skills

  • Demonstrated ability to design and deliver effective training programs grounded in adult learning theory and cultural humility.
  • Proficiency in developing inclusive and accessible training materials, including curricula, facilitator guides, and multimedia content.
  • Strong analytical skills to evaluate training performance data and produce actionable insights.
  • Experience with instructional technologies and software, including Microsoft Office, Teams, Zoom, Visio, SnagIt, Adobe tools, e-learning platforms, Articulate Storyline, and PowToon.
  • Ability to design and maintain web-based training solutions using modern e-learning tools and interactive media.
  • Strong consultation and collaboration skills, with the ability to partner effectively with subject matter experts and cross-functional teams.
  • Openness to giving and receiving critical feedback.
  • End-to-end management of training programs, including planning, scheduling, and performance monitoring.

Pay

Salary range: $6,199 – $9,143 per month.
