About the role

Oversees and performs advanced portfolio project management, project finance debt management, and oversight of toll enterprise projects. Establishes the strategic portfolio plan for the business operations team in support of toll enterprise activities; coordinates planning and initiation of a portfolio of projects at various levels of completion; monitors progress, budgets, and schedules; and communicates with portfolio and project stakeholders, management, Department administration, the Commission, and other relevant parties. Plays a lead role in supporting toll enterprise activities and policies in conjunction with division and Department leadership.

Responsibilities

  • Makes portfolio management and project finance recommendations and provides briefings to management, Department administration, and the Commission.
  • Coordinates, compiles, and distributes project information and financial feasibility status reports on projects.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions, providing technical training, offering input on employees’ career conversations, approving leave requests to ensure operations coverage, and presenting workflow and operational updates to the supervisor/manager.
  • Coordinates and communicates with internal and external representatives on approvals, requests for information, and contract administration.
  • Develops and implements management controls and oversight procedures.
  • Manages professional service contracts, including developing work authorizations and supplemental agreements, processing payments, and managing budget.
  • Oversees, develops, and evaluates financial projects using accepted project management methodologies.
  • Researches, develops, and assesses the feasibility of complex financing scenarios and other project financing tools for transportation projects.
  • Develops and/or interprets contract requirements and specifications in support of alternative delivery projects and toll service agreements.
  • Participates in financing efforts such as assessing the feasibility of financing alternatives, structuring, developing, and implementing project finance projects.
  • Provides project updates and decision items to the Project Finance and Operations Section Director and recommends solutions.
  • Reviews information from districts, local and county governments, metropolitan planning organizations, toll and regional mobility authorities, economic development entities, and other transportation and business leaders on financing tools.

Requirements

  • Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year-per-year basis.
  • 7 years of experience in financial analysis, transportation project management, contract procurement, or related experience (full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-per-year basis.
  • Valid driver’s license. This position requires driving a state vehicle.

  • Applicable plans, specifications, and estimates preparation, review, processing, and compliance requirements.
  • Portfolio, program, and project planning, development, and management.
  • Budgeting methods and procedures.
  • Financial analysis methodologies.
  • Financial principles and methods associated with various types of funding for infrastructure projects.
  • Financial planning and management practices.
  • Applicable contract/grant/funding/project/program processes, policies, and procedures.
  • Contract development and oversight.
  • Transportation funding programs, including traditional and non-traditional project programs such as TIFIA.
  • Contract management.
  • Procurement methodologies and practices.

Expert skill in:

  • Research and analysis methodologies.
  • Overseeing and coordinating projects and program activities.
  • Leading projects and project teams.
  • Preparing technical/statistical reports.
  • Using computers, applicable programs, applications, and systems.

Ability to:

  • Communicate effectively, both verbally and in writing.
  • Exercise logic and reasoning to define problems, establish facts, and draw valid conclusions; make decisions that support business objectives and goals.

Physical Requirements and Working Conditions

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
  • Standing: Prolonged periods of time.
  • Repetitive Motion: Substantial movements of the wrists, hands, and/or fingers.
  • Close Visual Acuity: Work includes data/figures; view a computer screen; extensive reading.
