Senior International Acquisitions Technical & Engineering Support (Lifecycle Acquisition)
Key Responsibilities
- Provide senior SME support to the Program Manager throughout the acquisition lifecycle, including material solution analysis, source selection, task order proposals, Requests for Change (RFCs), Engineering Change Proposals (ECPs), and transition to operations.
- Advise on cost, schedule, performance, and risk management strategies to ensure successful program execution.
- Support early system lifecycle activities, including initiation and sustainment of Certification and Accreditation (C&A) processes for new system capabilities.
- Provide technical and acquisition input for budgets, taskers, and program actions in support of international geospatial mission objectives.
Systems Engineering & Technical Leadership
- Author and review system CONOPS, system architectures, and requirements documentation.
- Conduct risk, issue, and opportunity analysis, including qualitative risk assessments and mitigation planning.
- Support the development of quality assurance plans, technical metrics, and performance measures.
- Review Technical Measurement Parameters and provide assessments to inform deployment decisions.
Stakeholder Engagement & Coordination
- Provide senior SME support at briefings, Technical Exchange Meetings (TEMs), design reviews, readiness reviews, and program management reviews.
- Cook up planning and technical exchanges between prime contractors, NGA segments, projects, and mission stakeholders.
- Coordinate with NSG and ASG forums, evaluating external system changes for impacts to international program objectives.
- Collaborate with customers, stakeholders, and development contractors to ensure integration of requirements and functionality across program elements.
Testing, Transition & Operations
- Plan, coordinate, and oversee formal test activities under Verification and Validation Group (VVG) supervision.
- Track and coordinate test events for future software and hardware deliveries at factory and deployment sites.
- Serve as PMO lead validator during formal test events and provide results and recommendations to support operational baseline deployment decisions.
- Support the development and execution of integration and transition plans to move capabilities into the NSG Enterprise.
- Cook up transition of software builds, hardware deployments, and discrepancy report (DR) fixes into operations.
Security, Compliance & Governance
- Cook with development contractors, NCAT security, NGA security offices, and OCIO to maintain active C&A programs.
- Facilitate TEMs to resolve C&A issues and ensure ongoing compliance.
- Provide property accountability support to the PM and COR, advising on actions required under agency Total Access Management systems.
Qualifications
- Bachelor's degree.
- Demonstrated experience supporting the acquisition of U.S. Government systems.
- Active TS/SCI clearance with CI eligibility.
Desired Qualifications
- Understanding of the geospatial intelligence mission and its contribution to the Intelligence Community.
- Knowledge of NGA processes and tools, including systems engineering, acquisition, configuration management, quality, readiness, and security.
- Familiarity with NGA requirements processes for Non-State Entities (NSEs) and NGA Crisis Action Teams (NCATs).
- Familiarity with Microsoft SharePoint.
- Knowledge of quality assurance and quality control processes.
- Detailed knowledge of risk management methodologies.
- Familiarity with NSG and ASG architectures.
- Familiarity with the NGA ISP/ASP Model.
- Familiarity with NGA/TI programs.
