About the role
Location: Offutt AFB, NE
Responsibilities
- Perform services in support of Hazardous Waste (HW) management in compliance with the Hazardous Materials Transportation Act (HMTA), 49 Code of Federal Regulations (CFR)-Department of Transportation (DOT), Resource Conservation and Recovery Act (RCRA), and other applicable federal, state, and local laws, including:
- 40 CFR Part 264/265, Subparts A through E
- Department of Defense (DoD) and Department of Air Force (DAF) directives (e.g., DAFI 32-7001, AFMAN 32-7002)
- Installation-level Hazardous Waste Management Plan(s) (HWMP)
- Provide support to the installation Hazardous Waste Program Manager, including:
- HW collection and accumulation site assistance
- Sampling and analysis of waste for characterization
- HW monitoring systems and waste tracking systems
- HW, RCRA, and nonregulated waste characterization and inventories
- Preparation of reports related to HW management
- Annual characterization, including interpretation of laboratory analysis
- Entering waste data into Enterprise Environmental, Safety, and Occupational Health Management Information System (EESOH-MIS)
- Supporting preparation and updates to the HWMP
- Identification of treatment and disposal sites
- Recordkeeping, training, and compliance inspection/audit support
- Contaminated rag exchange and rag laundering
- Hazardous Waste Accumulation Site (HWAS) operations (excluding real property upgrades)
- Preparation of new or modifications to existing hazardous permits
- Perform services in support of Hazardous Materials (HM) management in compliance with HMTA, RCRA, Emergency Planning and Community Right-to-Know Act (EPCRA), OSHA, and other applicable laws, including:
- HM product research, evaluation, and substitution recommendations
- Assistance with process authorizations and tracking System Authorization Access Requests (SAARs)
- Maintenance of HM control or tracking systems, including Authorized User Lists (AULs)
- Maintenance of HM databases or web-based management tools (e.g., EESOH-MIS, eDASH, SharePoint)
- Development of compliance and pollution prevention (P2) education and training materials
- Identifying and inventorying HM
- Obtaining, filing, and posting Safety Data Sheets (SDSs)
- Support in preparing Toxic Release Inventory (TRI) reports and other EPCRA-required reports
- Support of operations and management of the Hazardous Materials Pharmacy (HAZMART)
- Support of the Hazardous Materials Management Process (HMMP)
- Complete monthly reports summarizing tasks performed during the reporting period
- Other related job duties as required
Requirements
- Relevant work experience in HW operations, including packaging, labeling, profiling, storing, transporting, and manifesting
- Working knowledge of HW Management regulations and DOT HM regulations within the state
- Valid U.S. driver’s license
- Ability to obtain and maintain a Department of Army background investigation
- U.S. citizenship
- Ability to pass a Motor Vehicle Record (MVR) check
- Capability to obtain and maintain a DoD Common Access Card
- Basic working knowledge of Microsoft Windows Operating Systems and MS Office software packages or equivalent
- Knowledge and experience with DAF HW environmental data management requirements, processes, and systems (e.g., EESOH-MIS)
- Experience and ability to work with shops to ensure processes for identifying, characterizing, and tracking HM
- Capable of lifting 50 pounds
- Ability to wear an air-purifying full-face respirator and Self-Contained Breathing Apparatus (SCBA)
Schedule
This is a full-time position, Monday through Friday, with a daily 30-minute lunch break.
Additional Requirements
- Must pass a pre-employment drug screening and have acceptable background check results
- Must obtain and maintain appropriate clearance levels required for the contract and access to military installations
- This position performs DOT “safety-sensitive” functions (as defined under 49 CFR Part 40) and requires a valid Commercial Driver’s License (CDL) and Medical Examiner’s Certificate (MEC)
