Position Summary

The Senior Global Technical Lead serves as the primary technical leader for the global LEAP Global portfolio and provides strategic technical oversight to all embedded LEAP Global Technical Advisors worldwide.

The Lead serves as the principal technical liaison to the Department of State Contracting Officer’s Representative (COR) and GHSD technical leads on portfolio technical performance, implementation progress, deliverable quality, travel clearance, and alignment with USG directives. The Director ensures that all embedded advisors effectively support partner ministries while advancing U.S. Embassy and DOS strategic foreign assistance objectives.

Qualifications

  • Education: Doctor of Medicine (MD), Doctor of Public Health (DrPH), PhD in Public Health, MD/MPH, or equivalent advanced medical or public health degree.
  • Experience: Minimum 15 years of progressively responsible international experience leading, designing, and managing complex global health portfolios in low- and middle-income countries. Minimum 10 years directly supervising multidisciplinary teams of senior public health advisors and technical specialists.
  • Demonstrated technical expertise across one or more core LEAP domains: Tuberculosis (including PMDT), HIV/AIDS, Malaria, Global Health Security/One Health, Pandemic Preparedness, MNCH, or Health Systems Strengthening.
  • Proven experience supporting or working directly with the U.S. Department of State, USAID, CDC, PEPFAR, WHO, or the Global Fund.
  • Demonstrated track record of technical oversight, technical writing, executive briefing preparation, and decision support for senior USG officials.
  • Knowledge & Competencies: Deep understanding of USG foreign assistance frameworks, Presidential Executive Order directives on LHA, Global Health Security Agenda (GHSA), International Health Regulations (IHR), and Joint External Evaluations (JEE).
  • Proficiency in health data visualization tools (e.g., Tableau, Power BI) and monitoring frameworks.
  • Exceptional executive-level communication, diplomatic stakeholder management, scientific writing, and risk management skills.
  • Fluency in written and spoken English required; proficiency in French, Portuguese, or Arabic desirable.
