We are seeking a Senior Fiscal Manager to oversee the financial operations of Workforce Solutions North Central Texas (WSNCT), ensuring compliance, accuracy, and efficiency in all financial transactions and reporting.
About the role
This position leads a team of accountants, auditors, and finance professionals to manage WSNCT’s financial operations, including budgeting, financial reporting, and strategic financial planning. The Senior Fiscal Manager will develop and implement process improvements, provide financial guidance to management, and ensure adherence to government regulations and organizational policies.
Responsibilities
- Manage WSNCT’s accounting operations, including cash flow monitoring, accounts payable, and accounts receivable.
- Coordinate the development of the WSNCT budget, totaling approximately $140 million.
- Lead the preparation of WSNCT’s annual financial statements.
- Provide financial advice to management on long-term planning, budgeting, forecasting, and regulatory or economic changes.
- Analyze financial trends to identify potential areas of concern.
- Prepare and present financial reports to senior executives and board members.
- Coordinate annual audits with external auditors as required by law.
- Review financial statements and accounting records to identify errors or irregularities.
- Ensure compliance with laws and regulations through collaboration with external auditors.
- Review equipment acquisitions by program staff or subcontractors to verify fund availability, procurement policy compliance, and funding agency approval.
- Supervise personnel, including hiring, performance appraisals, policy interpretation, feedback, performance evaluations, and disciplinary actions.
Requirements
- Bachelor’s degree.
- Minimum of 5 years of experience in financial management.
- Knowledge of Generally Accepted Accounting Principles (GAAP) and financial regulations.
- Experience with budgeting, forecasting, and accounting software.
- Proficiency in Microsoft Office Software.
- Strong analytical, organizational, and communication skills.
- Ability to work independently, manage multiple projects, and meet deadlines.
Preferred Qualifications
- Certified Public Accountant (CPA).
- Experience with 2 CFR 200 (Uniform Guidance).
- Prior experience with Deltek Costpoint or other ERP systems.
- Team management experience, including supervising staff, delegating tasks, and conducting performance evaluations.
- Conflict resolution skills for addressing team or vendor disputes.
- Cross-department collaboration to align accounting operations with agency goals.
- Vendor relationship management for long-term partnerships.
Pay
Starting salary: $119,182.51 – $135,000.00, depending on skills, qualifications, and experience.
Schedule
This position is in-office 4 days per week.
