About the role

The Senior Facilities Analyst researches and pilots alternative fund-source programs or creative solutions to advance sustainability goals in collaboration with state agencies and sustainability partners. The role involves benchmarking, tracking, complex analysis, reporting, management, and verification of utility energy data through platforms such as Energy Star Portfolio Manager. The position oversees energy audits, life cycle cost analysis, recommendations for energy efficiency equipment, and technical review of projects for funding and payback. Additional responsibilities include initiating and tracking utility incentives, assisting in energy policy recommendations, and providing energy-related training for field and court staff.

The incumbent may provide technical assistance for regulatory investigations involving co-generation and central power plant campuses, including coordination of EV charging and future grid optimization strategies. The role serves as a technical sustainability expert to Judicial Council oversight committees, including the Trial Court Facility Modification Advisory Committee (TCFMAC) and the Court Cost Reduction Staff Subcommittee of the Court Facilities Advisory Committee (CFAC). The analyst also develops educational materials for the Sustainability Partnership forum and supports the Facilities Services Green Governance Group.

Responsibilities

• Research and pilot alternative funding programs and creative solutions to support sustainable energy and efficiency goals.
• Serve as the first-level point of contact for alternative financing arrangements, such as Power Purchase Agreements (PPA), Direct Access (DA), Energy Service Companies (ESCO), Service Agreements (ESA), and On-Bill Financing (OBF).
• Educate Judicial Council of California (JCC) staff on sustainability program initiatives, standards, best practices, and compliance.
• Develop and facilitate training (online or in-person) on sustainability, energy efficiency, water conservation, waste minimization, recycling, and related topics for facilities operations staff, project managers, service providers, courts, counties, and other stakeholders.
• Provide technical expertise for the Facility Modification Coordination and Comment (FMCC) process for repair, replacement, and renovation of facilities assets.
• Perform comparative life cycle cost analysis of sustainability options for repairs, equipment replacements, energy efficiency, cost reduction, or deep energy retrofits and decarbonization projects.
• Provide technical analysis and support to Facilities Operations and Capital Program, including Energy Performance design criteria, capturing incentives, and strategies to meet JCC Sustainability targets.
• Initiate, track, and manage rebate and incentive applications for new construction and retrofits to reserve funds for energy efficiency design and equipment installations.
• Lead benchmarking, energy/water auditing, and energy/water management efforts to reduce utility costs and greenhouse gas (GHG) emissions across the statewide portfolio of courthouse facilities.
• Support benchmarking of over 160 JCC-managed facilities, including systematic monitoring, data analysis, and reporting of energy, water, and waste data (e.g., use, energy use intensity, water intensity, cost, and GHG emissions). Maintain high data quality and integrity, including relevant factors such as weather, occupancy, and county-managed usage data.
• Provide technical support for the Water Conservation Program, including ranking courthouses and facilities based on water intensity of potable/non-potable water.
• Support the development and implementation of the Judicial Council Zero Waste Strategy and Program.
