About the role
The Office of Fiscal and Monitoring Services (OFMS) Fiscal Services Division is responsible for developing, implementing, and monitoring all the Agency's budget activities. This includes the biennial budget process, annual budget implementation, and projecting federal budget estimates. The Division also manages the Agency's revenue, disbursements, and financial obligations, performs daily federal cash draws, reconciles, and reports on federal grant status.
What You Will Do
- Complete daily cash draws for federal grants.
- Reconcile grant and fund revenue and expenditure data.
- Analyze cash flows to ensure federal grant funding is utilized according to the period of availability.
- Analyze daily cash on hand balances.
- Prepare federal financial reports, GAAP schedules, and the Schedule of Expenditures of Federal Awards (SEFA).
- Develop and maintain tools such as the Grant Ledger Summary and other status reports used by leadership.
- Review financial information across multiple fiscal sections to support consistent and accurate grant analysis.
- Improve or create processes that strengthen grants management across the office.
- Work regularly in OAKS and use advanced Excel functions to review, organize, and summarize data.

- Experience interpreting cash flow reports and reconciliation discrepancies.
- Ability to prepare clear, accurate financial summaries for leadership, auditors, and fiscal partners.
- Strong communication skills and the ability to work effectively with federal and state auditors and internal fiscal teams.
- Sound judgment, attention to detail, and the ability to manage multiple deadlines.
Qualifications
- Option 1: 42 months experience or 42 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Option 2: Completion of undergraduate core program in business administration, accounting, finance or related field; AND 18 months experience or 18 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Option 3: Completion of graduate core program in business administration, accounting, finance or related field; AND 6 months experience or 6 months training in accounting &/or finance to include an advanced level of experience in spreadsheet software.
- Option 4: 12 months experience as Financial Analyst, 66562.
- Option 5: Equivalent of minimum class qualifications for employment noted above.
Benefits
- Schedule: Full-time. Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.
- Location: This position is headquartered at the Rhodes State Officer Tower - 30 E. Broad Street, Columbus, OH 43215.
- Travel: Occasional travel within the state of Ohio.
Pay
- This position is in the State of Ohio’s OCSEA Pay Schedule, Pay Range 32. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $31.47 per hour).
- Cost of Living Adjustments increase wages in these ranges each fiscal year.
