Responsibilities

• Lead the development of conceptual, design development, GMP, and lump sum estimates for complex infrastructure projects.
• Direct preconstruction services, including constructability reviews, value engineering, risk assessment, procurement planning, and project logistics.
• Develop and execute pursuit strategies, including RFQ/RFP responses, interviews, presentations, and client engagement activities.
• Lead owner-facing meetings, design reviews, and preconstruction workshops throughout project development.
• Manage multidisciplinary estimating and preconstruction teams, establishing priorities, delegating responsibilities, and ensuring successful delivery.
• Collaborate with owners, engineers, operations teams, subcontractors, and suppliers to optimize project outcomes.
• Manage project risks, contingencies, procurement strategies, and schedule impacts throughout the preconstruction process.
• Oversee multiple pursuits simultaneously while maintaining estimate quality, accuracy, and schedule commitments.

Qualifications

• 8+ years of experience in estimating, preconstruction, and project planning for heavy civil, water, wastewater, or utility infrastructure projects.
• Experience leading the pursuit and delivery of large-scale municipal water and wastewater treatment facilities, pump stations, transmission pipelines, force mains, utility corridors, and related civil infrastructure projects.
