Responsibilities

• Prepare accurate and competitive cost estimates, pricing proposals, and bid submissions for traffic signal, Intelligent Transportation Systems (ITS), roadway lighting, communications, maintenance, and transportation infrastructure projects.
• Analyze solicitation documents, specifications, plans, contracts, labor requirements, equipment costs, subcontractor quotes, procurement lead times, and project risks to develop complete project pricing and proposal packages.
• Collaborate with Sales, Engineering, Operations, Procurement, Project Management, Legal, and Finance to support profitable project execution and successful bid outcomes.
• Serve as a key contributor to the proposal development process and act as a subject matter resource regarding project costing, procurement strategy, and constructability considerations.
• Estimate and cost development: Review requests for proposal (RFPs), Invitations to Bid (ITBs), Requests for Qualifications (RFQs), Quotes and contract documents. Analyze plans, specifications, contract requirements, and scope documents. Develop detailed cost estimates for labor, materials, equipment, subcontractors, travel, permits, and contingencies. Prepare quantity takeoffs from construction plans and engineering drawings. Assess project risks and recommend appropriate pricing strategies. Validate pricing assumptions and estimate accuracy. Maintain historical cost databases and estimating benchmarks. Participate in bid reviews and estimate validation meetings.
• Proposal Development: Support preparation of technical and commercial proposal submissions. Coordinate proposal content with engineering, operations, procurement, and project teams. Prepare pricing schedules, bid forms, and commercial responses. Ensure proposal compliance with customer requirements. Support proposal narratives related to project delivery, execution strategy, scheduling, and risk mitigation.
• Procurement and Supply Chain: Solicit supplier and subcontractor quotations. Evaluate vendor proposals and pricing. Assess market conditions, material availability, and lead times. Coordinate with Procurement regarding sourcing strategies. Support make-versus-buy decisions. Assist with supplier qualification reviews.
• Project and Operations: Participate in project handoff meetings following contract award. Support development of project budgets and baseline cost models. Assist Project Managers with change order pricing and contract modifications. Monitor estimate-to-actual cost performance trends. Identify lessons learned and continuous improvement opportunities.
• Customer and Business Development: Attend customer pre-bid meetings and site visits as required. Clarify technical and commercial requirements. Support customer presentations and proposal reviews. Monitor market opportunities and industry trends.

Qualifications

• Education: Bachelor's degree in Construction Management, Civil Engineering, Engineering Technology, Supply Chain Management, Business Administration, Project Management, or related discipline. Equivalent combination of education and relevant experience may be considered.
• Experience: 5 years of experience in estimating, project management, proposal development, procurement, supply chain, construction, transportation, or related industry experience. Traffic signal industry experience, ITS industry experience, transportation infrastructure experience, design-build project experience, government contracting experience, and public agency bid experience are preferred.

• Knowledge: Traffic signal systems, Intelligent Transportation Systems (ITS), Advanced Traffic Management Systems (ATMS), roadway lighting systems, fiber optic and communications infrastructure, signs and marking plans/specifications, transportation construction methods and practices, public agency procurement processes, Federal, state, and local transportation contracting requirements, contract administration principles, construction scheduling principles, cost estimating methodologies, supply chain and procurement practices, risk management principles, project management fundamentals, Microsoft Office Suite applications, estimating and takeoff software.
• Industry Knowledge: Highly desirable for industry knowledge of traffic signal operations, traffic control devices, ITS technologies, transportation construction, and applicable standards.
• Skills: Cost estimating, quantity takeoff analysis, proposal writing and development, construction plan review, budget development, data analysis, contract review, vendor management, negotiation, risk assessment, technical writing, time management, organization and prioritization, problem-solving, presentation skills, verbal and written communication, cross-functional collaboration.
