EXAMPLES OF DUTIES
- Prepares estimates of varying levels of detail at all stages of the project lifecycle from capital and project planning through construction closeout
- Attends project planning and team meetings to provide estimating input as required
- Aids in the biddability and constructability review of bid documents
- Attends pre-bid meetings, reviews design specifications and drawings, visits jobsites, and performs all tasks necessary to determine scope of work, quantities, materials, and equipment to be estimated
- Prepares independent estimates of changes to professional services and construction contracts
- Compares independent estimates to submitted vendor proposals and prepares an analysis to facilitate resolution of differences during negotiations
- Supports Construction Manager, as needed, to prepare estimates of punch list work to determine appropriate withholding on construction contracts
- Maintains all working documents and data to back up estimate figures
- Develops and updates the Harbor Department's Estimating Policies and Procedures, guidelines, forms, templates, contract language, performance metrics, and other standards
- Verifies the Harbor Department's cost estimating standards are being followed by Harbor staff and outside consultants and takes corrective action as needed
- Ensures that estimates are formatted in the Harbor Department's established reporting format and that indirect costs, markups, and insurance are included in the estimate
- Evaluates and selects published estimating guidebooks, estimating database systems, equipment, and other accessories, as needed, to efficiently perform estimating functions
- Establishes and maintains a database of historical pricing from estimates received, contracts awarded, and actual costs
- Identifies and coordinates appropriate estimating staff and/or consultants to perform estimates based on the complexity of the project and the estimator's experience
- Manages and/or coordinates the preparation of multi-disciplinary estimates by others throughout the bureau, including internal staff and outside consultants
Requirements
- Bachelor’s Degree from an accredited four-year college or university in Engineering, Construction Management, or a closely related field
- Seven or more years of experience in estimating the design and construction of large public works or commercial/industrial projects, which includes a minimum of five years’ experience estimating construction of projects ranging from $10 million to $100 million
- Additional experience may be substituted for the required education on a year-for-year basis to the extent that the experience has prepared the individual to perform the duties of the classification
- A valid driver’s license is required
Knowledge, Skills, And Abilities
- Knowledge of planning and design processes and construction techniques, means, and methods for projects in a marine environment
- Knowledge of estimating techniques and standards, typical production rates, engineering disciplines, cost control systems, and codes of accounts
DESIRED QUALIFICATIONS
- Registration as a Professional Engineer and/or certification in cost estimating by a recognized professional
- Experience with marine projects in a port facility
