Senior Environmental Specialist

About the Role

Targa Resources is a growth-oriented provider of midstream services and one of the largest independent midstream energy companies in North America, with assets in Texas, New Mexico, Oklahoma, Louisiana, and North Dakota. This position, located in Mont Belvieu, Texas, will assist operations in achieving Targa’s environmental compliance goals. The role requires problem-solving skills, adaptability, effective communication, and collaboration. The employee will report to the local Environmental Supervisor and work closely with ES&H and Operations staff.

Responsibilities

• Assist management, operations, engineering, and maintenance teams to ensure compliance with federal, state, local regulations, and corporate environmental policies.
• Track air compliance related to Title V operating permits and New Source Review (NSR) air permits, including weekly deviation tracking and preparation of semi-annual Title V reports and annual compliance certifications.
• Oversee and direct the environmental stack testing program, including scheduling, field and data support, and regulatory reporting.
• Support waste management activities to ensure regulatory compliance, including adherence to site waste management plans and proper waste disposal.
• Manage spill response and remediation activities, including contractor oversight, sampling, waste management, and reporting to agencies such as the NRC, TCEQ, and RRC.
• Support compliance with stormwater and wastewater permits, including sample collection oversight, lab analysis, DMR data preparation, and noncompliance reporting.
• Communicate updates on ES&H priorities, environmental releases, permit deviations, and enforcement actions to the Environmental Supervisor for Operations management meetings.
• Review engineering projects and operational changes for environmental impacts and permit compliance, documenting necessary information and initiating permitting changes as required.
• Assist in organizing, planning, implementing, and auditing environmental programs and policies to ensure compliance with regulatory agencies and corporate policy.
• Facilitate resolution of action items from reviews, inspections, and incident investigations.
• Act as the point of contact for regulatory agencies and operations regarding reports, payments, inspections, and other regulatory requirements.
• Ensure compliance with corporate policies, including data and records management, waste handling, and release reporting.
• Maintain a working knowledge of existing and proposed regulations affecting the facility.
• Learn and comprehend the operating principles of petroleum terminal operations and natural gas processing facilities.
• Maintain regular and reliable attendance.

Requirements

• Bachelor’s degree in Environmental Science, Environmental Engineering, Biology, Chemistry, or a related field.
• Ability to work collaboratively in a team environment with demonstrated initiative and drive.
• Strong organizational skills to manage multiple priorities effectively.
• Excellent interpersonal communication skills to interface with ES&H teams, operations, engineering personnel, and subcontractors/vendors.
• Detail-oriented self-starter with a strong work ethic and ability to work with minimal oversight.
• Ability to take ownership of responsibilities and work independently with appropriate direction.
• Critical thinking, problem-solving skills, and sound judgment.
• Intermediate proficiency in Microsoft Word, Excel, and PowerPoint.
• Ability to travel overnight periodically for training or company events.
• Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
• Valid driver’s license and a safe driving record satisfactory to the company.

Preferred Qualifications

• 3+ years of experience in an environmental compliance role and/or the oil and gas or petrochemical industry.
• Direct experience in environmental compliance, consulting, or a related industry.
• Knowledge of federal and state regulations governing Texas Targa facilities.

Work Environment

• Ability to lift, push, and pull up to fifty pounds.
• Ability to work in changing climate conditions and a plant environment.
• Able to work in close quarters, including kneeling, squatting, sitting, climbing, and standing.
• Adherence to all applicable Personal Protective Equipment (PPE) guidelines (e.g., eye protection, footwear, Nomex).
• Frequent standing, walking, handling, or reaching with hands or arms.
