About the Role

This senior professional staff position leads overall compliance with local, state, and federal environmental regulations for the Wynnewood Refinery, with a focus on air regulatory compliance. The role involves maintaining air permits and approvals, recommending improvements to compliance and management systems, and assessing compliance for all air programs while supporting water and waste programs as needed. The position also provides coverage for the Environmental Manager.

Responsibilities

  • Maintain air permits and approvals
  • Lead recommendations for improvement to compliance and management systems
  • Assess compliance for all air programs; support water and waste programs as needed
  • Prepare and deliver training and compliance procedures
  • Review documentation for accuracy and completeness
  • Track refinery environmental performance day-to-day
  • Lead team responsible for environmental monthly, quarterly, semi-annual, and annual reports (e.g., NSPS/MACT reports, Air Emissions Inventory)
  • Ensure reports are completed on-time
  • Respond to agency inquiries for assigned programs
  • Stay up to date on new and emerging environmental regulations
  • Support implementation of environmental data assurance project, including quality alerts
  • Complete environmental KPI dashboarding for real-time compliance performance
  • Identify continuous improvement opportunities for refinery compliance with EPA and ODEQ requirements
  • Work with team members to monitor flare operations, track CEMS performance, and conduct required emissions testing
  • Participate in regulatory inspections, audits, and reviews
  • Provide review and oversight for agency communications and reports
  • Manage time and resources to achieve deadlines; prioritize tasks
  • Participate in the Root Cause Analysis program
  • Improve knowledge and skills through training and seminars
  • Interface with all levels of the organization
  • Regularly communicate work progress, questions, and concerns with supervisor
  • Serve as a trained member of the Emergency Operations Command team; available for emergency response callouts off hours

Requirements

  • Bachelor of Science degree in Chemical Engineering preferred; other Engineering and related technical degrees will be considered
  • Professional Engineer (PE) preferred
  • 10+ years refining or chemical industry experience required (15+ preferred)
  • 6+ years environmental regulatory experience, including air regulatory compliance required (10+ preferred)
  • 2+ years supervisor experience preferred, managing engineers or contractors in an environmental capacity
  • Desire to work in a team environment as an active member
  • Leadership and organizational skills to manage multiple programs and meet critical deadlines
  • Mechanical aptitude with strong mathematical, reasoning, and problem-solving skills
  • Understanding of P&IDs and PFDs
  • Ability to alter work schedule to meet changing requirements
  • Fluent in English with strong written and presentation technical communication skills
  • High-level/advanced computer skills (word processing, graphics, spreadsheet)
  • Exposure to work near potentially volatile and combustible materials and chemicals
  • Must be eligible to work in the United States (Company will not sponsor immigration or work visas)
