Senior Environmental Compliance and Permitting Specialist

About the role
TRC is seeking a Senior Environmental Permitting & Compliance Specialist for the growing Environmental, Health and Safety team in Bellevue, WA. The successful candidate will be a highly motivated, results-oriented leader who works with stakeholders to understand project needs, manages teams to deliver services, and ensures projects meet scope, schedule, and budget requirements.
Responsibilities
- Environmental compliance assurance, program and procedure development, training, and project management.
- Support development and implementation of Environmental Management Systems, compliance assessments, and audits to ensure effective risk control and regulatory compliance.
- Perform and manage environmental compliance duties including, but not limited to: air quality permitting and compliance, SPCC planning, NPDES/storm water permitting and reporting, EPCRA Tier II and TRI reporting, wastewater permitting and compliance, and hazardous waste compliance management (characterization, handling, storage, transportation, and disposal).
- Provide compliance and regulatory support for multiple clients and facilities.
- Interface with regulatory agencies for permit development and compliance.
- Prepare client deliverables with strong technical writing, data management, organizational, and communication skills.
- Delegate project assignments to project teams and mentor junior staff.
- Manage and monitor project budgets, scopes, deliverable quality, and schedules; lead and manage compliance projects.
- Write proposals and set budgets for clients.
- Client relationship management and growth; work with client account managers to meet expectations and increase services.
- Maintain a billable utilization target and apply quality assurance/control procedures.
- Travel (typically <25%) to client sites as needed.
- Demonstrate independent decision-making and leadership while collaborating with project teams.
Requirements
- B.S. in Environmental Engineering, Environmental Sciences, or related degree from an accredited university; M.S. degree preferred.
- Minimum 15 years of experience in industrial multi-media environmental compliance in a consulting environment with various manufacturing and commercial environments.
- Expertise in environmental compliance and knowledge of CAA, RCRA, EPCRA, NPDES, SPCC, SWPPP, and other regulations.
- Previous experience and familiarity with federal and WA state environmental regulations in industries such as retail, high technology, food & beverage, power generation, and forest products.
- Demonstrated success in project and client management.
- Strong communication skills, both written and oral.
- Ability to develop positive relationships with clients and employees.
- Must pass pre-employment background check, drug screen, physical, and motor vehicle records check.
- Valid driver’s license is required.
Professional Engineering or another professional licensure is preferred but not required.

Pay
Salary range: USD $128,544.00 – USD $150,000.00 per year.
Employee may be eligible for participation in the Company’s annual Discretionary Bonus Program, contingent on Company, Business Segment, and Individual performance against Key Performance Indicators.
