Description

The Senior Engineer in the Engineering Division oversees a variety of complex activities including management, administration, coordination, direction, and guidance for the division. Key responsibilities include preparing and managing comprehensive and annual work programs, developing and preparing the Engineering Division’s annual budget, coordinating with other departments and outside agencies, and providing administrative support to the Public Works Director.

Essential Duties and Responsibilities

  • Provides engineering assistance and advice on all matters pertaining to streets, traffic, drainage, sewer and water utilities.
  • Covers pre-design and design phase project elements with all customers to ensure compliance with contract drawings and specifications.
  • Oversees and directs the development review process within Public Works, coordinating with the Community Development Department.
  • Reviews private development plans, studies, and specifications, including short plats, subdivisions, easements, and legal descriptions.
  • Coordinates city capital improvement projects assigned to the Capital Projects Manager, including engineering studies, project design, contracting and construction management and inspection.
  • Develops and administers project plans and specifications, and manages projects through construction.
  • Ensures compliance with and enforcement of City, County, State, and Federal laws, regulations, codes, and policies.
  • Leadership in operational areas to ensure standards are met for productivity, efficiency, continuous quality improvement, internal and external customer satisfaction, teamwork, and succession planning.
  • Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; works with employees to correct deficiencies.
  • Supervises inspection and records of inspections for new utility systems and streets, and obtains and records "as-built" information at the completion of municipal and private development engineering projects.
  • Works with the Public Works Director and Superintendents in project budgeting, consultant preparation of construction plans, specifications, and bid proposal requests for utility and other projects.
  • Coordinates with the Public Works Director, Capital Projects Manager, and Superintendents in overseeing contractor work during the construction phase of contracts and approves work in progress and final payment of work performed.
  • Develops and implements long-range comprehensive planning programs for the City’s water, wastewater, storm drainage, and transportation systems.
  • Aids in the development and budgeting for six-year water, wastewater, storm drainage, and transportation improvement capital projects.
  • Serves as the City representative with outside agencies and consultants, Boards, and City Council.
  • Coordinates private development review plan checking and permitting for proposed developments and the issuance of right-of-way permits.
  • Maintains and tracks project expenditures and capital project revenues from utilities, grants, gas tax, impact fees, bonds, and inter-local agreements; analyzes and reviews budgetary and financial data and controls.
  • Assists in the development and budgeting for the City’s water, wastewater, storm drainage, and transportation improvement capital projects.
  • Responds to public records requests for technical information.
  • Serves as a member of the City Emergency Operations Center and responds to Public Works emergencies for the city.

Qualifications/Requirements

  • Education and Experience: Bachelor’s degree in civil engineering, or related field, and a Professional Engineer (PE) license, with (2) years of progressively responsible civil engineering experience and designing and managing public works projects required; or an equivalent combination of experience, education, certifications, and training that would provide the level of knowledge and ability required for the position.
  • Knowledge: Thorough knowledge of civil engineering principles and applicable local, state, and federal laws, codes, and standards related to transportation, water, sewer, and storm drainage construction projects; knowledge of effective supervisory practices and the ability to plan, organize, coordinate, assign, and evaluate the work of technical staff.
  • Skills: Proficiency in reviewing technical documents, plans, and specifications related to public street and utility system infrastructure projects; proficiency in implementing comprehensive planning related to public infrastructure systems, including water, wastewater, storm drainage, and transportation systems; ability to establish and maintain effective working relationships with other employees, City officials, consultants, and developers, representatives of other governmental agencies, and the public; ability to implement management and supervision principles and techniques, including work plan design, scheduling, supervision, training, coaching, employee relations, performance evaluation, and employee development.
  • Mathematical Skills: Ability to calculate figures and amounts for submittal of various reports; knowledge of principles, practices, and methods of Civil Engineering, including such specialties as land surveying, mapping, and hydraulics.
  • Reasoning Ability: Ability to adapt approved engineering methods and standards to the design and construction of a variety of public and private projects; ability to think creatively and innovatively, with a demonstrated ability to adapt to change and apply new solutions to problems; excellent organizational skills necessary to successfully complete a project, including project planning, resource allocation, budget development and control, project tracking and control, and project completion and closeout; demonstrated ability to successfully manage multiple projects at one time.
  • Certifications, Licenses, Registrations: Be a registered Professional Engineer (PE) in the State of Washington; have, or can obtain a valid Washington State Drivers’ License and follow Federal and State Motor Vehicle Laws.
