Senior Engineer (Limited-Term)

About the Role

To perform advanced professional civil engineering work in the planning, design, management, administration, and delivery of public works and capital improvement projects. This role serves as project manager for complex engineering projects, oversees and directs the work of engineering consultants, contractors, and professional staff, and provides technical leadership and professional engineering expertise. The position participates in capital improvement planning, budgeting, and grant-funded projects.

This is the advanced journey-level classification in the professional engineering series, performing the most complex and difficult engineering assignments requiring a high degree of independent judgment, professional expertise, and decision-making authority. Incumbents independently manage major capital improvement projects from concept through completion, perform and oversee engineering design work, administer consultant and construction contracts, review and approve technical work products, and provide technical leadership to professional and technical staff.

Responsibilities

• Serve as project manager for major, complex, and high-profile capital improvement projects, public works projects, park improvement projects, transportation projects, utility improvements, and other infrastructure-related programs.
• Plan, organize, coordinate, and direct all phases of project development and delivery, including project initiation, feasibility analysis, environmental review, preliminary engineering, final design, right-of-way coordination, permitting, bidding, construction administration, project closeout, and warranty review.
• Prepare and review engineering plans, specifications, calculations, reports, studies, and related engineering documents as authorized by professional licensure and assignment.
• Develop and manage project budgets, schedules, cost estimates, funding plans, cash flow projections, and project implementation strategies.
• Identify, pursue, and assist in securing grant funding opportunities; prepare grant applications; administer grant-funded projects; monitor compliance with grant requirements; and prepare reimbursement requests, progress reports, and required documentation.
• Administer professional services agreements, consultant contracts, and construction contracts; monitor consultant performance; negotiate contract amendments; and ensure compliance with applicable laws, regulations, and contract requirements.
• Direct, coordinate, monitor, and evaluate the work of engineering consultants, architects, contractors, construction managers, inspectors, surveyors, utility companies, and other project stakeholders.
• Conduct engineering studies and analyses related to transportation systems, drainage facilities, utilities, parks, public facilities, traffic operations, and other public infrastructure improvements.
• Review, evaluate, and approve engineering plans, specifications, studies, reports, tract maps, parcel maps, grading plans, drainage studies, traffic studies, hydraulic analyses, utility plans, and other technical documents.
• Provide engineering review and recommendations regarding private development projects, land development applications, subdivision maps, encroachment permits, and related engineering matters.
• Coordinate project activities with federal, state, regional, county, and local agencies, including regulatory agencies, utility providers, funding agencies, and resource agencies.
• Monitor construction activities to ensure compliance with approved plans, specifications, permits, environmental requirements, safety standards, and contractual obligations.
• Review and approve change orders, payment requests, claims, requests for information, contract modifications, and construction-related documentation.
• Participate in the preparation and administration of the Capital Improvement Program (CIP), including project prioritization, budgeting, scheduling, and long-range planning.
• Assist in the development, implementation, and maintenance of engineering standards, specifications, design criteria, policies, procedures, and best practices.
• Provide technical leadership, direction, mentoring, and training to Assistant Engineers, Associate Engineers, engineering technicians, inspectors, and other assigned staff.
• Review and evaluate technical work products prepared by staff, consultants, and contractors and provide recommendations regarding engineering approaches and solutions.
• Research, interpret, and apply applicable federal, state, and local laws, regulations, codes, standards, policies, and engineering practices.
• Prepare clear and concise technical reports, staff reports, correspondence, presentations, engineering recommendations, and agenda materials for management, commissions, committees, and the City Council.
• Respond to inquiries and complaints from the public, developers, contractors, consultants, elected officials, and other stakeholders regarding engineering and public works matters.
• Represent the City before public agencies, community organizations, professional groups, regulatory agencies, commissions, committees, and the City Council.
• Participate in long-range infrastructure planning, asset management initiatives, facility assessments, and strategic planning efforts.
• Maintain records, project files, and documentation related to assigned projects and programs.
• Attend professional meetings, conferences, workshops, and training programs to maintain current knowledge of engineering practices, regulations, technologies, and industry trends.
• Perform related duties and responsibilities as assigned.

Requirements

Knowledge Of:

• Advanced principles, practices, methods, and techniques of civil engineering as applied to municipal public works, infrastructure systems, and capital improvement projects.
• Principles and practices of project management, construction administration, contract administration, consultant management, and grant administration.
• Applicable federal, state, and local laws, regulations, codes, ordinances, standards, and permitting requirements governing public works design, construction, and development review.
• Engineering principles related to streets, highways, traffic systems, storm drainage, flood control, water quality, utilities, parks, public facilities, and related infrastructure improvements.
• Capital improvement planning, budgeting, scheduling, cost estimating, project delivery methods, and funding strategies.
• Principles and practices of grant administration, funding compliance, reimbursement procedures, and reporting requirements associated with state and federal grant-funded projects.
• Methods and techniques used in engineering design, surveying, mapping, construction inspection, and project management.
• Principles of supervision, technical leadership, employee development, and performance evaluation.
• Modern office practices, procedures, computer systems, engineering software, GIS applications, and project management systems.
• Principles of effective public communication and customer service.

Ability To:

• Independently plan, organize, prioritize, and manage multiple complex engineering and capital improvement projects simultaneously.
• Serve as project manager for major public works and infrastructure projects from planning and design through construction and project closeout.
• Prepare, review, evaluate, approve, and oversee engineering plans, specifications, calculations, studies, reports, and technical documents.
• Perform complex engineering calculations and analyses and exercise sound professional engineering judgment.
• Interpret and apply federal, state, and local laws, regulations, codes, standards, policies, and procedures.
• Review and analyze development proposals, engineering studies, environmental documents, plans, specifications, tract maps, grading plans, and related technical documents.
• Manage consultant contracts, professional service agreements, and construction contracts.
• Monitor project budgets, schedules, grant requirements, funding sources, and regulatory compliance obligations.
• Prepare grant applications, reimbursement requests, progress reports, and compliance documentation.
• Provide technical leadership, guidance, mentoring, and training to professional, technical, and administrative staff.
• Effectively represent the City before elected officials, commissions, boards, community groups, contractors, consultants, regulatory agencies, and the public.
• Prepare clear, concise, and comprehensive technical reports, correspondence, staff reports, presentations, and recommendations.
• Communicate effectively, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Operate engineering, GIS, project management, spreadsheet, database, and related software applications.

Qualifications

Experience and Training:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

• A minimum of five (5) years of progressively responsible civil engineering experience, including significant responsibility for the design, management, and administration of public works or capital improvement projects.
• Equivalent to a Bachelor’s degree from an accredited college or university with major work in Civil Engineering or a closely related field. A Master’s degree in Civil Engineering or a closely related field is highly desirable.

Licenses and Certifications:

• Possession of a valid Certificate of Registration as a Professional Civil Engineer in California is highly desirable.
• Possession of, or ability to obtain, a valid California Driver’s License.

Physical Requirements:

• Ability to occasionally bend, stoop, kneel, crouch, reach, push, pull, climb, and balance while performing field inspections and related engineering activities.
• Ability to lift, carry, push, and pull materials and objects weighing up to twenty-five (25) pounds.
• Ability to sit, stand, and walk for extended periods of time.
• Ability to use a keyboard, computer, calculator, and other office equipment for extended periods of time.
• Ability to read and interpret engineering plans, specifications, maps, technical documents, and computer screens.
• Ability to occasionally walk over uneven terrain, construction sites, public works facilities, and project locations.
• Ability to safely enter and inspect construction sites and infrastructure facilities while observing applicable safety procedures.
• Ability to travel to various work sites, meetings, training locations, and project facilities.

Monthly salary: $7,807.04 - $10,462.18
