Senior Engineer I, Instrument & Control, Projects

Phillips 66 is seeking an Instrumentation and Controls Engineer to support the Projects organization in Houston, TX. This role provides design guidance and quality assurance for the selection, design, fabrication, configuration, and installation of instruments, control, and safety systems associated with capital projects.

About the Role

This position is a technical oversight role for multiple facilities, working closely with EPC contractors, project management, process and mechanical engineering, procurement, fabricators, constructors, and site stakeholders. The role is ideal for an engineer with strong technical depth in instrumentation and control systems, combined with practical project execution skills in refining or similar industrial environments.

Responsibilities

• Provide instrumentation and controls engineering support for projects from early development through detailed design, construction, commissioning, and startup.
• Oversee EPC contractors and review ICS project scope, design basis, and project execution strategies to ensure alignment with project objectives, site requirements, company standards, and applicable codes.
• Provide oversight on control systems scope, including review of DCS, PLC, SIS, control network architecture, control narratives, cause-and-effect, and logic.
• Review design deliverables for field instrumentation, control systems, safety systems, and associated installation packages (e.g., instrument indexes, I/O assignments, control narratives, loop drawings, wiring drawings, datasheets, and commissioning packages).
• Support the specification, selection, and application of field instruments, control valves, isolation valves, PLCs, DCS platforms, and safety systems for project use.
• Partner with engineering disciplines, project managers, procurement teams, fabricators, and construction teams to ensure technical alignment and successful project delivery.
• Review vendor documentation, support technical bid evaluations, respond to technical queries, and confirm equipment compliance with project requirements.
• Support factory acceptance testing and site acceptance testing as needed.
• Ensure project deliverables comply with company engineering practices, industry codes and standards, and site-specific requirements.
• Contribute to continuous improvement by identifying design, constructability, operability, and maintainability enhancements during project execution.
• Develop, capture, and communicate ICS lessons learned to improve future project quality and predictability.
• Promote safe work practices and reinforce expectations for technically sound, practical, and sustainable project solutions.
• Manage competing priorities and multiple assignments while maintaining focus on business value and technical quality.
• Remain accountable for managing time, meeting commitments, and delivering clear, practical, and technically sound recommendations.

Requirements

• Legally authorized to work in the United States.
• Bachelor’s degree in engineering (electrical, instrumentation, chemical, mechanical, or related discipline).
• 7 or more years of petrochemical experience.
• Demonstrated experience with industrial instrumentation and control systems in refining or similar process industries.

Preferred Qualifications

• Working knowledge of instrumentation fundamentals (pressure, temperature, flow, level, analytical systems, final control elements, and control system interfaces).
• Working knowledge of industrial control systems (DCS, SIS architecture, PLC-based systems, logic diagrams, control narratives, cause-and-effect documentation, and control network diagrams).
• Experience supporting capital, maintenance, or turnaround projects through design and execution.
• Ability to work across functions and communicate effectively with engineering, operations, maintenance, procurement, and construction stakeholders.
• Familiarity with engineering drawings and documentation (P&IDs, loop diagrams, logic diagrams, and project records).
• Experience coordinating the MOC (Management of Change) evaluation process for projects.
• Experience working with EPC contractors and multi-discipline project teams in a central or corporate projects environment.
• Experience reviewing work by EPC contractors, vendors, and third-party engineering firms.
• Experience with distributed control systems, programmable logic controllers, and HMI graphics.
• Experience working for or with a Main Automation Contractor.

Pay

This position has a base salary range of $140,400–$171,600. Offers are determined based on candidate experience, skills, and alignment with role requirements, ensuring internal equity and market competitiveness.
