Senior Energy Systems Analyst

About the role

Georgia System Operations Corporation (GSOC) is seeking a Senior Energy Systems Analyst to provide functional and technical ownership of the applications, data processes, controls, and business rules that support accurate and timely Member billing, energy settlements, contract calculations, and related reporting across the Family of Companies.

Responsibilities

• Design, develop, test, implement, and maintain applications and automated solutions for energy billing, settlements, contract calculations, and reporting.
• Develop and support solutions using Excel/VBA, SQL, Microsoft Power Platform, and other appropriate technologies.
• Partner with Data Systems on database design, data integration, transfer processing, security, and web-based reporting.
• Engage users to validate requirements, usability, business controls, data quality, and solution performance.
• Support recurring billing and settlement activities for OPC, GTC, and Member Systems.
• Maintain supporting data, applications, calculation logic, and business rules while investigating exceptions and discrepancies.
• Coordinate issue resolution and deliver accurate billing data according to established schedules.
• Apply disciplined validation and control processes to reduce the risk of billing errors and protect data integrity.
• Translate contracts, policies, operational changes, and stakeholder needs into clear functional and technical requirements.
• Analyze complex data, identify trends and exceptions, and recommend improvements to automation, controls, reporting, and workflow.
• Represent the department in cross-company discussions regarding policy, contract, system, and process changes.
• Calculate and gather data supporting Control Area Compact bills and other critical contracts, resolve audit-related questions, and respond to Member and management data requests.
• Provide technical support, training, knowledge transfer, and work review for department applications and processes.
• Develop and maintain system documentation, business rules, process libraries, validation procedures, and reference guides.
• Mentor less-experienced analysts and provide feedback to department leadership without exercising direct supervisory authority.

Requirements

• Bachelor's degree in Computer Science, Information Systems, Engineering, Business Administration, Data Analytics, or a related field from an accredited college or university.
• Average of 4+ years of progressively responsible experience developing, supporting, or using complex energy billing, settlement, business-system, or comparable data-processing applications.
• Advanced Excel skills, including development, maintenance, and troubleshooting of VBA-based applications and automated processes.
• Experience translating business rules or contracts into data, calculation, reporting, and system requirements.
• Proficiency with SQL and relational data concepts.
• Experience with application design, integration, testing, implementation, support, change control, quality assurance, and business-process improvement.
• Ability to interpret complex contracts, policies, tariffs, procedures, and business rules and translate them into accurate technical requirements and acceptance criteria.
• Knowledge of data governance, access controls, program security, validation, reconciliation, audit support, and documentation practices.
• Ability to communicate technical and business information clearly to Members, management, technical teams, and non-technical stakeholders.

Preferred Qualifications

• Utility Systems & Settlements Experience
• Moderate electric utility, generation and transmission, cooperative, energy-market, contract-billing, or energy-settlement experience.
• Experience supporting systems and processes that manage high-value billing, settlement, reconciliation, or contract-calculation processes in a controlled environment.
• Experience providing functional ownership, technical guidance, work review, or knowledge transfer for business-critical applications.
• Development, Data & Automation Experience with Microsoft Power BI, Power Automate, Power Apps, Dataverse, Azure services, or comparable analytics and automation platforms.
• Experience with Python, R, or another object-oriented or scripting language.
• Experience modernizing legacy spreadsheets, automating manual workflows, strengthening controls, and improving user experience.
