Senior EHR Project Manager 📍 Location: Harrisburg, PA 🏢 Work Arrangement: Hybrid - Onsite 2 days/week as requested 🏥 Client Environment: Pennsylvania Department of Health (DOH) 💼 Level: Senior ⚠️ Candidates must currently reside in Pennsylvania Position Overview We are seeking a highly experienced Senior EHR Project Manager to support the Bureau of Community Health Systems (BCHS) and lead the implementation of an Electronic Health Record (EHR) solution for 59 State Health Centers (SHCs) and clinical staff across BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD). This senior-level position requires specialized expertise in EHR/EMR implementation, health informatics, health IT, enterprise project management, and organizational change management (OCM). The Project Manager will have overall responsibility for driving the HHS DOH program implementation from initiation through successful delivery and transition to program operations and maintenance. Critical Requirements Candidates must meet the following requirements: 7-9 years of relevant Project Management experience demonstrating the ability to successfully perform a senior-level PM role. Active PMI Project Management Professional (PMP) certification held for a minimum of 5 years. Demonstrated experience implementing an Electronic Health Record (EHR) system where the customer was previously using a paper-based charting system. Experience with EHR and/or EMR, health informatics, and health IT. Experience managing complex technical initiatives involving multiple IT teams, technical dependencies, and vendors. Must currently reside in Pennsylvania. Must be able to work in the Harrisburg office two (2) days per week as requested. Must be available to participate in off-site meetings, including State Health Centers, when required. Key Responsibilities EHR Implementation & Project Leadership Manage the implementation of a new EHR system and the transition from system implementation to program operations and maintenance. Lead, plan, execute, monitor, and manage all project activities associated with EHR implementation, including planning, execution, governance, testing, implementation, and operational transition. Drive the overall HHS DOH program implementation from start to finish. Ensure the project is completed on schedule, within the defined budget, and meets established business, technical, service, and quality requirements. Direct and facilitate enhancements, business process reengineering, and developmental initiatives. Lead high-priority, high-profile, enterprise-wide information technology projects of strategic importance. Manage initiatives with delivery cycles of approximately 8-12 months. Project Planning & Lifecycle Management Manage the complete project lifecycle, including planning, analysis, design, programming/construction, testing, implementation, and transition. Develop detailed Project Management Plans and Project Schedules. Obtain approval and sign-off of Project Management Plans from customer representatives and affected stakeholders. Ensure delivery of all work tasks identified in the Project Management Plan and Project Schedule. Develop project plans identifying requirements, major tasks, milestones, resources, budgets, personnel, and dependencies. Establish priorities and manage multiple concurrent work efforts across the project team. Develop project estimates for planning, analysis, design, construction, testing, implementation, enhancements, and business process reengineering. Work with team leads to review, adjust, and revise project estimates when required. Ensure new project estimates are approved and agreed upon by the client. Ensure project activities provide value, support strategic objectives, and meet established service commitments. Schedule, Budget & Resource Management Manage and track project progress against approved schedules. Monitor project milestones and phases and take corrective action when required. Monitor and track project budgets and communicate relevant information to stakeholders. Balance project workload against team members' capacity. Communicate project timelines, milestones, phases, work requests, target dates, and approved executable work packages. Develop and facilitate achievement of project service commitments. Risk, Issue & Change Management Anticipate project issues and proactively address them. Identify, document, track, and manage project risks and issues through a RAID+ Log. Develop risk mitigation strategies and track identified risks through closure. Proactively engage management regarding significant risks, issues, dependencies, and required decisions. Ensure changes to project scope follow processes established within the Change Management Plan and are properly documented. Governance, Quality & Reporting Schedule and monitor project status reviews, project management inspections, peer reviews, and software quality assurance reviews. Capture and report required project management metrics. Analyze and distribute reports on project metrics and improvement measures. Develop, review, and obtain approval for the Communication Plan and Deliverables Matrix. Prepare periodic status reports for project teams, team leads, group leads, sponsors, management, and appropriate stakeholders. Provide status reports and recommendations to senior leadership as required. Conduct final project management evaluation reviews with stakeholders. Follow HHS DC IT PMO methodology, standards, and procedures. Provide input supporting continual improvement within the HHS DC IT PMO. Follow HHS DC Daptiv guidelines and provide required weekly project updates. Ensure project compliance with HHS DC standards and procedures. Complete weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday. Submit weekly personal status reporting through SharePoint by COB Friday. Technical & Cross-Functional Coordination Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams. Identify technical tasks and dependencies required within the project schedule. Facilitate discussions between IT teams and vendors to identify solutions that meet program requirements. Coordinate system testing with appropriate staff resources. Communicate effectively with customers and software/hardware suppliers supporting the Commonwealth. Coordinate and present project proposals when necessary. Stakeholder & Vendor Management Build and maintain strong relationships with key stakeholders and customer representatives. Serve as the primary point of contact for project-related matters and issue resolution. Facilitate collaboration between program areas, technical teams, vendors, and leadership. Consult with program areas and IT teams to define requirements, analyze problems, and obtain agreement on recommended solutions. Clearly communicate how individual team assignments contribute to overall project objectives. Deliver presentations to stakeholders and leadership as necessary. Training & Organizational Change Support planning and execution of Organizational Change Management (OCM) activities. Plan project-specific training and orientation requirements. Plan, coordinate, and conduct training and orientation sessions. Support users and stakeholders through organizational and technology changes associated with EHR implementation. Mentor less-experienced project management staff when required. Project Collaboration & Documentation Establish and maintain a project SharePoint site in accordance with HHS DC PMO guidelines. Utilize Microsoft Teams for key project documentation and collaboration. Maintain appropriate project records, documentation, status information, and deliverables throughout the project lifecycle. Required Qualifications 7-9 years of relevant Project Management experience. Active PMP certification from PMI for at least 5 years. Proven experience implementing an EHR system for an organization transitioning from paper-based charting. Experience with EHR/EMR systems, health informatics, and health IT. Demonstrated experience leading large-scale projects through successful implementation. Experience managing technical initiatives involving cross-functional IT teams and vendors. Strong knowledge of the five PMI project management phases/process groups and associated inputs/outputs. Experience managing project schedules, budgets, estimates, scope, risks, issues, resources, deliverables, testing, and implementation. Strong stakeholder management, communication, facilitation, presentation, analytical, and problem-solving skills. Ability to manage multiple priorities and proactively address project risks and issues. Current Pennsylvania residency is mandatory. Ability to work onsite in Harrisburg two days per week as requested and attend off-site meetings when required. Preferred Qualifications Experience with Organizational Change Management (OCM) involving independent customers. Familiarity and experience with programs and issues related to public health. Experience supporting state government, healthcare, public-sector, or similarly complex enterprise environments. Experience with SharePoint, Microsoft Teams, Daptiv, or comparable enterprise project management and collaboration tools. Ideal Candidate The ideal candidate combines senior-level project management leadership with substantial EHR/EMR and health IT expertise. Of particular importance is direct experience implementing an EHR for a customer transitioning from paper-based clinical charting to an electronic environment. The successful candidate will be capable of managing a complex, multi-stakeholder implementation involving clinical users, program leadership, technical teams, vendors, organizational change, testing, training, governance, risk management, and operational transition.
