About the role
The Southeastern Pennsylvania Transportation Authority (SEPTA) is seeking a Senior Director, System Safety (7371). The position oversees the Accident Prevention & Investigation Department and the Operations Safety Department, ensuring FRA compliance and reporting activities. It also involves leading innovation and environmental stewardship.
Responsibilities
Accident Prevention, Investigation, and Operational Safety:
- Establish department goals and programs to improve safety, quality, productivity, and efficiency.
- Ensure high staff morale and adequate manpower and staff training.
- Interpret Authority Policy and support the development of Agency Safety Plan.
- Supervise daily activities of Directors, develop goals, assign tasks, ensure implementation, and provide training and support.
- Manage budgetary planning and spending for Operating and Capital expenses.
- Ensure compliance with FRA, FTA, SSO, and NTD.
- Work with staff to review accident and incident trends and develop campaigns to reduce trends.
- Promote safety and support other departments' safety needs.
- Support development and compliance with operation practices, training, and vehicle maintenance.
- Provide safety oversight and consultation for infrastructure improvements and maintenance.
- Support union/management Safety Committees.
- Ensure FRA compliance and reporting activities.
- Interface with regulatory agencies and personnel.
Safety Innovation & Environment:
- Oversee Occupational Safety and Environmental Management (OSEM).
- Lead organization-wide sustainability programs.
- Oversee comprehensive safety statistics and reporting systems.
- Develop and implement innovative safety technologies and methodologies.
- Coordinate cross-functional safety and environmental initiatives.
- Manage relationships with external partners.
- Provide strategic guidance on data visualization and reporting.
- Lead change management initiatives.
- Ensure compliance with regulations.
Addl / Discipline Responsibilities:
- Manage relationships with external partners.

Other Duties:
- Ensure compliance with FTA and PennDOT SSOA audit requirements.
- Emergency Management liaison and coordinate drills and other activities.
- Foster a culture of safety, collaboration, and accountability.
- Act as a trusted advisor to the Chief Safety Officer.
- Perform other duties as required.
- Act as Acting Chief Safety Officer as needed.
Qualifications and Experience
- Bachelor’s degree in Environmental, Safety Management, Operations Management, Emergency Management, Transportation, Business Management, Quality Management, Systems Management, or related field.
- At least fifteen (15) years' experience in System Safety, Transportation Operations, Occupational Safety, Environmental Compliance, or Emergency Management or equivalent EHS fields.
