Position Summary

The Senior Director of Data Analytics for Non-Public and Charter Schools is responsible for supporting the Office of Non-Public and Charter Schools. This role involves advising on and ensuring the effective implementation of all NCLB-mandated reimbursable program initiatives for non-public schools. The Senior Director of Data Analytics will oversee the design, development, implementation, evaluation, and modification of educational initiatives for eligible non-public school students and staff from Pre-K through grade twelve. Furthermore, the role provides operational guidance and leadership for support services across more than 1,100 non-public and charter schools. Acting as a resource, the Senior Director assists central organizations, approximately 850 non-public schools, and 300 charter schools, which collectively serve around 370,000 students across all five boroughs of New York City. Additionally, the role supports the non-public school administrative hierarchy concerning methodology, materials, practices, and procedures related to various federal and state-funded initiatives. This position requires a forward-thinking leader with a passion for education and operational excellence, ensuring that the Division’s efforts align with the broader goal of improving student outcomes across all of our nonpublic and charter schools in New York City.

Responsibilities

  • Data Management & Governance
    • Leads the full lifecycle of data management functions, ensuring data integrity, quality control, and reconciliation across multiple data sources.
    • Establishes and enforces data collection policies and best practices, ensuring uniform compliance and data quality across NYCPS offices.
    • Works collaboratively with internal and external stakeholders to align data standards.
  • Data Analysis & Reporting
    • Synthesizes complex datasets to generate accurate and actionable reports that inform senior administrators, directors, and managers within ONPCS.
    • Collections, organizes, and analyzes data from multiple sources to monitor effectiveness, track key metrics, and assess program impact.
    • Develops and prepares internal reports on status, progress, and outcomes of evaluation activities.
  • Strategic Decision-Making & Leadership
    • Establishes data-driven policies, metrics, and procedures to enhance operational efficiency and accountability.
    • Conducts in-depth data analysis to provide actionable intelligence to the Executive Director and senior leadership, supporting informed policy decisions.
    • Translates complex data into practical insights and strategic recommendations, driving informed decision-making and division-wide improvements.
  • Stakeholder Engagement & Collaboration
    • Engages with central staff, senior management, and external vendors, providing data expertise, responding to feedback, and ensuring alignment with organizational goals.
    • Works closely with other NYCPS offices to ensure that data analysis, reporting, and evaluation efforts are aligned with Department-wide standards and best practices.
  • Performance Monitoring & Continuous Improvement
    • Directs the development of tiered support plans to ensure a structured and cohesive approach to performance monitoring and continuous improvement across ONPCS programs.
    • Led the strategic coordination of ONPCS activities, including meetings, trainings, and school visits.
    • Provides technical assistance to ONPCS teams, translating complex data into practical strategies for improvement.
  • Technical Expertise & Advisory
    • Serves as a key resource in data interpretation and analysis, offering technical guidance to ONPCS teams.

    Qualification Requirements

    • Minimum
      • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
      • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above;
      • Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.
    • Preferred
      • Expertise and graduate degree in the field of program planning and evaluation, as well as data management and analytics.
      • Deep knowledge of R, SQL, Stata, SPSS, SAS, Python, or similar scripting languages.
      • Knowledge of NYCPS databases, programs, systems, and reports.
      • Ability to organize, analyze, and interpret data for diverse constituent groups.
      • Ability to work collaboratively with a wide range of stakeholders.
      • Excellent communication, presentation, and project management skills.
      • Extensive knowledge of Microsoft Office 365 applications to create data visuals and streamlined processes.
      • Strong organizational, analytical, and time management skills, especially when handling multiple high-priority projects simultaneously.
      • Strong spoken and written communication and editing skills.
      • Strong customer service, interpersonal, and problem-solving skills.
      • Strong strategic thinking and the ability to proactively identify key issues and risks.
      • Fine-tuned problem-solving skills; ability to think quickly and solve problems independently.
      • Experience with product management and data lifecycle management, including the design, implementation, and continuous improvement of enterprise-level data systems used for multi-stakeholder data capture, reporting and decision making.

      Salary

      $145,000 - $150,403

      (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
