About the role

The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework.

The MED promotes transparency and innovation by utilizing a collaborative approach to engaging with stakeholders and by proactively and positively pursuing solutions to issues in a fast-paced professional environment.

Responsibilities

  • Provide expertise to the unit in the application of computer programming languages, mathematical and statistical best practices, and report development, generation, and automation.
  • Design, develop, utilize, and refine databases and queries of databases containing licensing and inventory tracking information.
  • Perform statistical analyses and research on complex data sets and ensure data integrity.
  • Aid in the design, implementation, and maintenance of projects assigned by Division management.
  • Assist in the development and use of unique research applications using sophisticated statistical analysis.
  • Develop and design unique database querying models.
  • Develop applications for one-off reporting or department/team purposes.
  • Support investigators as part of a multi-disciplinary team in planning, coordinating, and executing investigations by collecting, compiling, processing, and analyzing data.
  • Apply statistical methods to identify licensees at a high risk of non-compliant activity.
  • Provide input for training programs to enhance team and staff knowledge of statistical analysis techniques.
  • Collaborate with other agencies/companies to support the Division’s mission.
  • Train and/or deliver presentations to the marijuana industry, law enforcement agencies, and the public.
  • Respond to verbal and written inquiries concerning marijuana laws, regulations, and licensing.
  • Maintain current knowledge of marijuana statutes and regulations applicable to the role.
  • Use available data to inform leadership of emerging issues, potential impacts of proposed legislation and rule changes, and identify trends in the industry.

Minimum Qualifications: Experience Only: Seven (7) years of relevant experience related to research design, statistical analysis, and/or querying databases through the use of programming languages. Education and Experience: A combination of related education and/or relevant experience related to research design, statistical analysis, and/or querying databases through the use of programming languages equal to seven (7) years.

Preferred Qualifications

  • Knowledge of data collection, data management, data analysis, and research methodologies.
  • Proficiency with SQL, R (Office R, R Markdown and related packages), Tidyverse (TIDYR, DPLYR, and related packages), Python (Selenium, OS, SMTP Lib and related packages), and/or JavaScript.
  • Experience with data visualization tools, such as Tableau or GGPlot2.
  • Intermediate to advanced skills with Microsoft Office tools and Google Suite products.
  • Exceptional interpersonal, communication, and customer service skills.
  • Initiative to start, track, and maintain projects and applications.
  • Ability to mentor and collaborate with other team members as needed.
  • Ability to develop analyses and written reports independently, and then justify, defend, and explain the reports.
  • Ability to work on multiple projects and provide high-quality work products under tight deadlines.
