Job Responsibilities

  • Leads SDOT-wide purchasing activities: Advises staff, provides training, and assists with consultants and public works contract payment processes and purchase orders.
  • Captures and coordinates procurement efforts: Supports the development of blanket contract requests and large procurement efforts.
  • Manages and troubleshoots invoice and PO issues: In PS 9.2, creates, adjusts, and troubleshoots Purchase Orders (PO) for Consultant Contracts, Public Works, and Purchasing invoices.
  • Enhances CCMS and other system features: Conducts user testing, troubleshoots issues, develops dashboards and reports using Power BI, and implements Power Automate flows to update reports and data flow.
  • Performs complex data analysis: Uses tools like Excel and Tableau to create performance reports and insights.
  • Provides customer and technical support: Serves as the primary resource for procurement systems and data processes.
  • Develops process documentation: Maintains workflows and system improvements, including Power BI dashboards.
  • Implements process improvements: Tracks union notification requirements and supports compliance.
  • Supports Department spending goals: Develops work plans and goals, supporting equity goals through accurate reporting on WMBE and social justice objectives.
  • Maintains SharePoint sites: Updates and maintains SharePoint sites, ensures documents and information presented is accurate and updated.

Qualifications

  • Education: Bachelor's degree in business or public administration, finance, computer science, data science or a related field. Three (3) years of previous experience with complex systems, operations, procedures, research or analysis. Or, an equivalent combination of education and experience that demonstrates the ability to perform the position duties.
  • Experience: Strong candidates will have one year of government procurement experience, experience with PeopleSoft 9.2 or other Oracle or financial systems, advanced proficiency in using Excel, Access, SharePoint, Power BI, or other analytical software, familiarity and/or experience with data cubes, Power Automate, Power BI, and Adobe Sign, Lean certification and/or knowledge about learning systems and procedures out, high level of customer service experience, excellent written and oral communication skills, ability to work independently while keeping supervisors informed of progress and issues, ability to be flexible and adaptable to changing work conditions and priorities, attention to detail and accuracy with excellent analytical and problem-solving skills, ability to effectively work in a multi-cultural workplace with a diverse customer base.

Other Requirements

  • Work Environment: Hybrid work environment with a minimum of 3 days of work in a City office and 2 days of work remotely in a regular 40-hour work week.
