Senior Cost Engineer - Gateway Hudson Tunnel Project

About the Role

Parsons is seeking a Senior Cost Engineer to work on the premier infrastructure project in the country. This role involves managing overall cost on a large program, developing cost control systems, and providing project and company management with the necessary tools for project cost control. The Gateway Program is the most urgent infrastructure program in the U.S., focusing on rail investments to improve commuter and intercity services, add resiliency, and create new capacity between Newark, NJ, and New York City.

The first phase includes the Hudson Tunnel Project (HTP), which involves constructing a new two-track tunnel under the Hudson River and rehabilitating the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC) oversees the financing and development of this project.

Responsibilities

• Develop, establish, and maintain all aspects of the cost control and/or planning/scheduling effort on large, complex projects.
• Manage overall program costs, expenditures, and budgets, converting data into monthly reports.
• Provide guidance, direction, and specialized assistance for resolving complex project cost problems.
• Interface with clients, attend regular meetings, and provide statistical reports.
• Provide project and company management with tools for project cost control.
• Lead the development of the work breakdown structure, interfacing with affected departments.
• Perform analysis, evaluation, forecasting, and reporting of schedule status against an established baseline.
• Analyze, evaluate, and forecast project costs and performance.
• Coordinate staffing requirements, assign and supervise project work activities, and train personnel.
• Complete performance reviews and provide personnel development for assigned employees.
• Accumulate and assess historical data for use in future planning and forecasting.
• Lead a staff qualified to assess the impact of design/construction changes and schedule slippages.
• Develop or maintain systems to show the hierarchy of plans and schedules; keep project and company management informed.
• Customize project control systems to meet specific project requirements.
• Perform other responsibilities associated with this position as needed.

Requirements

• Bachelor’s Degree in Engineering, Construction Management, or a related field (or equivalent experience).
• 10–20+ years of related work experience.
• Experience with a Cost Control system such as eBuilder, Unifier, or similar.
• Strong data management skills and excellent communication abilities.
• Familiarity with PMS (Project Management System) solutions.
• Proficiency in PowerBI, Microsoft Access, Excel, and understanding of table structures from PMIS (e.g., eBuilder, Kahooa).

Pay

Salary Range: $134,100.00 – $241,400.00
