About the Role

The Senior Cost Analyst will provide cost analysis services for the Combat Support Directorate, Defense Threat Reduction Agency. The candidate will work within a team but also independently to meet client requirements.

Responsibilities

  • Provide cost analysis of EAC trends and expert recommendations to the client.
  • Conduct comprehensive cost and variance trend analysis on various requirements and contracts; establish early warning indicators for cost overruns and identify systemic financial risks.
  • Lead the development of Independent Government Cost Estimates (IGCEs) for complex acquisitions, utilizing historical data, market research, and cost/price inputs to establish reliable procurement baselines.
  • Demonstrate subject matter expertise in advanced cost/price estimating techniques, applying escalation factors, inflation adjustments, learning curves, and parametric estimating to ensure long-term program fiscal accuracy.
  • Support Receipt and Acceptance and tracking of obligations, expenditures, and Unliquidated Obligations (ULOs).
  • Provide support for actions related to Agency Audit findings.
  • Support Future Year POM development, future spend plans, and current year execution.
  • Provide and recommend alternative Courses of Action (COA) to maximize client use of financial resources to accomplish the mission.

Requirements

  • Bachelor’s degree from an accredited college or university; Master’s degree desired.
  • Minimum of ten (10) years of professional Cost Analyst and Program Analyst experience.
  • Experience working with and briefing senior-level DoD personnel; excellent verbal and written communication, organizational, and interpersonal skills.
  • Experience working in a time-sensitive environment with a high level of accountability.
  • Knowledge and experience in PPBE Process, POM Planning, and Current Year Budget Execution.
  • Knowledge and experience in G-Invoicing, Receipt and Acceptance, and ULOs.
  • Knowledge and experience using DAI and PIEE.
  • Knowledge and experience in the use of all types of appropriations such as O&M, RDT&E, and Procurement.
  • Demonstrated ability to manage multiple projects, track or adjust existing tasks, and identify new tasks as projects evolve.
  • Ability to perform detailed work with minimal guidance and interact positively with government and industry personnel.
  • Ability to work under pressure, adapt quickly in a changing environment, and synthesize information to draft summaries and reports.
  • Proficiency with MS Office applications (e.g., Word, PowerPoint, Excel, and Project).

Skills

  • DFMCP Level II/III and/or CDFM and/or equivalent certification desired.

Clearance

  • Must possess an active Secret security clearance and be eligible for immediate SCI nomination and indoctrination.
  • Must be a U.S. Citizen.

Physical Requirements

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and work on a computer.

Pay

The projected compensation range for this position is $130,000 to $160,000 (annualized USD).
