Job Summary

This role is responsible for developing, implementing, and managing cost control functions for assigned O&M and Capital projects within project construction. This role ensures project performance is aligned with approved budgets, and organizational objectives through proactive monitoring, analysis, and reporting.

  • Develop, implement, and coordinate planning, estimating, and cost controls for assigned O&M / Capital projects.
  • Develop and review project forecasts and cashflows.
  • Maintain and update O&M / Capital budgets and analyze monthly cost reports.
  • Assist in training lower-level controls personnel.
  • Implement, evaluate, and monitor controls systems.
  • Conduct meetings with contractors and company personnel on cost control matters.
  • Act as lead controls discipline representative to major projects.
  • Establish and implement cost and planning control policy and procedures for O&M / Capital projects.

Scope of Work

  • Review and adhere to Project Controls Policies and Procedures as it relates to the management of assigned O&M / Capital projects.
  • Review contracts and Purchase Orders / Change Orders for impact on project forecast and cashflows. Update and adjust forecasts based on this information.
  • Initiate regular communication with Contracts counterpart to understand potential contractual issues and cost impacts.
  • Process invoices, requisitions, and wire payments on a daily/weekly basis, fully reviewing backup data to be in adherence with contract terms and conditions. Reviews invoices for proper scope, documentation, and cost posting.
  • Update monthly standard Controls financial actuals reports in a timely manner using SAP as data source.
  • Schedules availability around closing calendar to ensure all necessary work is completed to meet corporate and department deadlines. Works with manager and other team members on backup plans if unavailable.
  • Support month-end closing processes, ensuring costs are properly booked and accrued to appropriate O&M / Capital projects.
  • Communicate with PM’s and/or vendors to understand work completed but not billed to post month-end accruals. Obtain cost estimates as needed.
  • Updates manager on key issues affecting project cost and cashflows. Keep manager informed on challenges to forecast and mitigation strategies.
  • Maintains oversight of projects to ensure they are proceeding within budget. Prepares monthly forecasts to include material deliveries, EPC cashflows, labor and surcharge projections, and other contractor cashflows.
  • Performs additional analysis on large impacts as needed and develops summary presentations to effectively communicate options/ strategies for addressing issues.
  • Schedules, leads, and directs formal monthly financial reviews of assigned projects with Dominion project team.
  • Attends (preferably in-person and on-site) monthly led project meetings reviewing project status.
  • Attends other project led meetings not necessarily related to financials to integrate onto team and understand other aspects of project that may ultimately impact cost/schedule.
  • Cultivates daily/weekly touchpoints with PM’s on assigned projects to discuss potential issues affecting forecast.
  • Collaborates with other Dominion groups (i.e. Accounting, Legal, Supply Chain, Treasury, Corporate Finance) as questions or answers come from or are needed from those sources. Be responsive and diligent with follow-up.
