About the role

The Senior Contracts Manager leads the full lifecycle management of complex U.S. federal healthcare services contracts, providing strategic oversight and direction to the contracts function. This role ensures compliance with federal regulations, mitigates risk, and aligns contract strategy with business objectives. In addition to hands-on contract execution, the role provides leadership and mentorship to contracts staff, drives process improvements, and supports organizational growth by strengthening contract management capabilities.

Responsibilities

  • Lead and oversee all phases of the contract lifecycle, including negotiation, award, administration, compliance, modification, and closeout.
  • Provide direct supervision, mentorship, and performance management for junior contracts staff; support team development and succession planning.
  • Establish priorities, allocate workload, and ensure high-quality, timely contract deliverables across the team.
  • Ensure compliance with FAR, DFARS, and applicable federal healthcare regulations, including PHI and PII requirements.
  • Draft, review, and negotiate complex contractual agreements (MSAs, Task Orders, Subcontracts, NDAs, Teaming Agreements).
  • Collaborate cross-functionally with internal stakeholders to align contract strategy with operational and financial goals.
  • Provide strategic guidance to leadership on contractual risk, business terms, and compliance matters.
  • Implement and enhance contract management processes, tools, and reporting capabilities to improve efficiency and compliance.
  • Maintain accurate contract records and ensure adherence to internal controls and audit requirements.
  • Monitor regulatory changes and advise internal stakeholders on impacts to contracts and operations.
  • Lead preparation for audits, reviews, and government inquiries.
  • Support business development activities, including proposal reviews and contract strategy for new opportunities.
  • Foster a culture of accountability, compliance, and continuous improvement within the contracts team.

Requirements

  • Minimum 8 years of progressive contract management experience.
  • At least 5 years managing U.S. federal government contracts (preferably healthcare-related).
  • Demonstrated experience leading or mentoring team members and driving process improvements.
  • Experience in international or contingency/expeditionary environments preferred.

Qualifications

  • Bachelor’s degree required.
  • MBA or related advanced degree preferred.
  • NCMA Certification (CPCM, CFCM, or CCCM) preferred.

Skills

  • Deep knowledge of FAR, DFARS, and federal acquisition regulations.
  • Expertise in federal healthcare contracting and privacy requirements (HIPAA, PHI, PII).
  • Strong leadership and team management capabilities.
  • Ability to assess risk and develop mitigation strategies.
  • Proficiency in contract management systems and Microsoft Office tools.
  • Strategic thinking and business acumen.
  • Effective communication and stakeholder management.
  • Attention to detail and organizational skills.
  • Ability to manage multiple priorities in a fast-paced environment.

Schedule

Hybrid work arrangement: 3 days per week in the San Antonio office and 2 days remote.

Travel

Occasional domestic or international travel as needed. Availability to support business-critical contract matters and escalations.
