Your future duties and responsibilities
- Carry out a full range of routine to highly complex audits in accordance with GAGAS.
- Prepare risk assessment and transaction testing plans for government audit manager approval and gather and analyze accounting records and supporting documents necessary to perform transaction testing on post-award audits; conduct the full range of post-award audits.
- Create the audit folder, brief the contracts, and document all government audit manager guidance, conversations, and meetings with requestors, program offices, and contractor personnel.
- Summarize audit results ensuring all work papers have a purpose, scope, conclusion, and source indexing and cross-referencing.
- Draft comprehensive audit reports for government audit manager approval, attaching exhibits and schedules as necessary which may require minimal manager edits.
- Prepare final audits for government audit manager approval to expedite contract settlements (some audits require audit judgment to advise on closure by means other than GAGAS based audits).
- Employ auditing techniques such as statistical sampling, regression analysis, and review of historical cost to formulate recommendations on allowability, allocability, and reasonableness per the FAR, Cost Accounting Standards, and Contract Terms.
- Review and analyze contractor disclosure statements, post-award audits, termination audits, and other historical cost type audits.
Required Qualifications
- Considerable knowledge and understanding of GAGAS, GAAP, FAR, Cost Accounting Standards, Federal Tax Regulations, the USG agency’s regulations, Defense Contract Audit Manual, the USG agency’s contracting manual, Financial Accounting Standard Board Statements and Promulgations.
- Proficient with computer applications and specialized databases.
- Strong organizational skills in order to plan each phase of the audits and to meet deadlines.
- Advanced problem-solving skills to resolve discrepancies in application of costs with contractors.
- Strong analytical and research skills which enable incumbent to evaluate multiple pieces of complex data to form conclusions and recommendations.
- Strong oral communication skills to facilitate discussion of audit issues with the contracting officers, face-to-face entrance/exit conferences with the contractors, and various presentations.
- Strong writing skills to prepare audit reports, brief management, and request additional information from contractors.
- Excellent interpersonal skills demonstrated by developing relationships and networks within the assigned work area and utilizing them when soliciting information from and imparting information to the contracting officers.
- Ability to work effectively as a team member understanding the differences in roles and the dynamics of reaching consensus in achieving goals.
