About the role
The Senior Construction Representative supports the U.S. Army Corps of Engineers (USACE) by performing Construction Management Services (CMS) for the Old Hickory Turbine Generator Rehabilitation project at the Old Hickory Project Office in Hendersonville, TN. The ideal candidate will have at least 15 years of construction industry experience, OSHA 30 certification, and demonstrated proficiency in quality assurance inspections.
Responsibilities
- Perform field construction inspection services for the Old Hickory Turbine Generator Rehabilitation project.
- Conduct on-site quality assurance inspections of ongoing construction activities.
- Independently inspect complex industrial construction activities, including welding, machining, electrical, equipment installation, and related work.
- Verify contractor work complies with approved plans, specifications, schedules, safety regulations, and contract requirements.
- Inspect materials, installation, testing, and completed work for contract compliance.
- Review contractor daily quality control reports for accuracy, completeness, deficiencies, and proper documentation.
- Perform and document surveillance of the contractor’s Quality Control Program, including the USACE Three-Phase Quality Control System.
- Attend preparatory and initial quality assurance inspections.
- Prepare and provide daily Quality Assurance Report (QAR) input through the USACE Resident Management System (RMS), including documentation of deficiencies and follow-up actions.
- Verify site layout, locations, elevations, and quality control requirements before work begins.
- Track deficiencies, field issues, requests for information (RFIs), and corrective actions.
- Maintain working knowledge of EM 385-1-1 and OSHA construction safety requirements.
- Prepare and sign daily reports documenting contractor progress and work performed.
- Provide recommendations to the COR and ACO regarding acceptance or rejection of ongoing and completed work.
- Conduct labor standard interviews and review contractor payrolls for compliance with contract labor requirements.
- Inspect inventories of installed property to verify compliance with contract documents.
- Attend project safety meetings as required.
- Maintain organized project files, including correspondence, meeting minutes, submittals, inspection reports, progress reports, punch lists, contract documents, amendments, modifications, and notices to proceed.
- Maintain updated project plans and specifications, including amendments, modifications, clarifications, and as-built notations.
- Participate in pre-final and final inspections with the customer.
- Identify, document, and verify completion of punch list items before final payment.
- Perform comprehensive final acceptance inspections upon completion of the work.
- Prepare draft correspondence for USACE signature, including responses to RFIs and other project-related communications.
- Monitor contractor responses to letters, transmittals, RFIs, and other inquiries, and identify delays or needed corrective actions.
- Serve as a mentor and provide technical guidance to less experienced construction and quality assurance staff.
- Properly maintain and return any Government-furnished equipment issued for the position.
Qualifications
- Minimum 15 years of construction industry experience.
- High school diploma or equivalent required.
- Valid REAL ID driver’s license required.
- Current OSHA 30 certification required.
- Ability to work full-time on-site and maintain a flexible exempt-level schedule, including Saturdays, shift changes, and occasional extended hours as needed based on the construction contractor’s schedule.
- Ability to perform physically demanding field work, including climbing and descending stairs and ladders, working at heights, traversing scaffolding, reinforcing steel, and uneven terrain multiple times per day.
- Experience performing field inspections to verify workmanship and compliance with plans and specifications.
- Experience reviewing contractor daily quality control reports, identifying deficiencies, and performing quality assurance inspections.
- Ability to prepare daily Quality Assurance Reports (QAR) and use USACE Resident Management System (RMS), or similar construction management software.
- Familiarity with EM 385-1-1 and OSHA construction safety requirements.
- Ability to interpret construction plans and specifications and review as-built drawings.
- Ability to complete First Aid/CPR and USACE Construction Quality Management for Contractors (CQM-C) training within two months of starting, if not already certified.
- Strong verbal and written communication skills.
- Proficiency with Microsoft Office, Windows operating systems, online calendars, and cloud-based systems.
- Strong attention to detail and accurate data entry skills.

Pay
Commensurate with experience.
Schedule
May be either five 8-hour shifts - or - 4 10-hour shifts; Monday-Friday, Tuesday-Saturday, or four consecutive days between Monday-Saturday. Occasional Sunday work will be required.
