About the role
Overwatch is seeking a highly motivated and experienced owner's representative Senior Construction Project Manager to join our team. This senior-level position requires strong leadership, exceptional project management skills, and a proven track record of delivering complex construction projects on time and within budget.
Responsibilities
- Provide on-site day-to-day construction administration.
- Manage and coordinate project staff, including project engineers and inspectors of record.
- Facilitate coordination and communication between the construction administrator, contractor, campus, inspectors, and design professionals.
- Monitor the design professional submittal log to ensure timely approval of all submittals, including resubmittals.
- Request and distribute a final submittal log demonstrating acceptance of all submittals.
- Document and maintain all contract data; prepare reports for the construction administrator.
- Review all contract documents and ensure compliance with appropriate procedures; recommend revisions or new procedures as necessary.
- Monitor overall budget and schedule; advise the construction administrator of trends affecting timely and cost-effective project completion.
- Attend weekly and special construction meetings to evaluate and control progress, quality, budget, and other action items.
- Review and coordinate services provided by testing and inspection firms for compliance with service agreement requirements.
- Review and approve invoices from testing and inspection firms; submit recommendations for final approval.
- Evaluate and make recommendations regarding proposed contract changes and resolution of claims.
- Participate in or conduct negotiations to resolve claims or disputes as directed.
- Maintain a change order log, including a cumulative total of contract changes, and reconcile change order costs with contractor payment requests.
- Monitor all potential change orders and track project contingency at all times.
- Maintain an allowance log, reconciling debits monthly and at project completion.
- Coordinate inspection, final acceptance, and scheduling of occupancy.
- Monitor completion and turnover of operation and maintenance data and record drawings.
- Monitor required operating tests and training as specified in the contract.
- Execute the Certification of Completion form and complete the Project Closeout Checklist.
- Observe, check, and measure work items for compliance with contract documents and directives from the design professional.
- Review the activities of the construction inspector in performing their duties.
- Develop and maintain document file procedures.
- Prepare, manage, and support documentation required for post-performance reviews, audits, or other governing agency inspections.
- Manage and monitor contract budgets; interact with the Division Fiscal Manager to reconcile contracts and budgets and report on monthly cash flow activities.
- Review the construction inspector’s daily diary and weekly/monthly reports.
- Maintain a daily diary describing general events, problems, and unusual occurrences.
- Submit weekly and monthly written reports reflecting new and unresolved issues, schedule, quality control, submittal review, budget control (including contingency balance), and other relevant matters.
Requirements
- 15+ years of construction management experience, including major capital projects.
- Ground-up construction experience is a plus.
- Institutional/Higher Ed experience preferred; CSU experience is a plus but not required.
- Ability to supervise a project team.
- CMAR (Construction Manager at Risk) experience is a plus.
- Extensive knowledge of construction practices, techniques, and materials.
- Proven track record of successfully delivering large-scale and complex construction projects on time and within budget.
- Strong leadership and management skills, with the ability to lead cross-functional project teams effectively.
- Excellent communication and negotiation skills.
- Proficiency in project management software and tools, such as Procore.
- Ability to work independently, prioritize tasks, and meet deadlines.
- Detail-oriented and highly organized.
Pay
Salary Range: $150,000 - $170,000
