Senior Construction Project Manager

About the role

As a Senior Project Manager Construction - IAD, you will manage and administer major construction projects for the Metropolitan Washington Airports Authority. You will manage project teams, consultants, and support services, while providing strategic direction, technical oversight, and cross-functional coordination to ensure successful project delivery.

Responsibilities

• Manage and administer major construction projects under the Capital Construction Program (CCP) and Capital, Operating and Maintenance Investment Program (COMIP) projects at Washington Dulles International Airport (IAD), Ronald Reagan Washington National Airport (DCA), and the Dulles International Airport Access Highway (DIAAH)
• Direct, coordinate, and monitor all construction phases and activities of the construction projects under the Airports Authority
• Inspect and monitor new construction in progress and upon completion, make recommendations on approval or disapproval of work to ensure work performed meets contract specifications, industry standards, and project design intent
• Oversee multiple large-scale and high-value construction projects under the CCP and COMIP
• Lead the overall project lifecycle including design coordination, contract administration, construction oversight, quality assurance, stakeholder engagement, and final turnover
• Conduct technical reviews of complex construction and engineering documentation to improve constructability, maintain design integrity, and optimize cost-effectiveness and schedule performance
• Minimize inconvenience to airlines, tenants, and airport users, and ensure that the airports remain operational during construction
• Coordinate with Architecture/Engineering firms and contractors to ensure construction phase services are delivered in accordance with established processes and standards
• Facilitate coordination across federal, state, and local agencies such as Federal Aviation Administration (FAA), Virginia Department of Transportation (VDOT), Washington Metropolitan Area Transportation Authority (WMATA), and other Federal, state, and local governmental agencies, as required
• Provide high-level oversight of project safety, quality assurance, and regulatory compliance
• Make periodic and special site visits during all phases of construction to verify compliance
• Coordinate all construction and related activities to ensure that the Airports Authority is prepared to take over the operation and maintenance of completed projects
• Participate in consultants and contractors’ selection panels for design and construction contracts
• Serve as Contracting Officer's Technical Representative (COTR); monitor and evaluate vendor performance to ensure compliance with contract terms

Qualifications

• Eight years of progressively responsible experience managing and coordinating building construction, utility projects, civil infrastructure projects, and general construction projects and associated subordinate staff
• Demonstrated ability to oversee large-scale, multi-disciplinary construction programs in a public sector or similarly regulated environment
• Comprehensive knowledge of the principles and practices of project management with emphasis on construction
• Proven experience in supervising professional and technical staff, resolving construction and design challenges, and driving accountability for quality, cost, and schedule performance
• Knowledge of and ability to apply key regulatory requirements of the building trades and generally accepted practices of the construction industry
• Ability to create, plan, organize, monitor, and perform quality control (QA/QC) and ensure work meets contract specifications, industry standards, and project design intent
• Ability to provide field management guidance and oversight to the operations and programs of a construction team
• Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team
• Ability to work along with a team of engineers in analyzing, evaluating, and resolving technical challenges
• Ability to perform complex analyses of data and information and make recommendations
• Ability to speak and write effectively
• Skill in using office productivity software to draft documents, prepare spreadsheets, perform engineering calculations and statistical analyses, prepare presentations, prepare reports, communicate via email, conduct Internet research, etc.

Preferred Qualifications

• Experience managing construction in an active airport environment
• Experience managing major engineering projects and contracts in the public sector
• Certification as a Certified Construction Manager (CCM) from the Construction Manager Certification Institute, or an equivalent certification
• Certification in, and experience implementing, the US Army Corps of Engineers Contractor Quality Control methodology and procedures

Education

Bachelor’s degree in any of the following Engineering disciplines (civil, electrical, mechanical, environmental), Architecture, Project Management, or a related field.

Certifications and Licenses

• A state driver’s license in good standing
• Licensure as a Professional Engineer (PE) or Registered Architect (RA) within one year from the date of hire, promotion, or placement in the job

Pay

Compensation Grade: S23, Salary Range: $133,238.00-$193,195.00
