About the role

M&J Engineering, D.P.C. (M&J) is seeking an experienced Senior Construction Manager to lead the successful delivery of complex transportation and infrastructure projects. The ideal candidate will have a minimum of 10-15 years of progressively responsible construction management experience on transportation or public infrastructure projects.

Responsibilities

  • Serve as the Owner's representative and primary point of contact for construction projects.
  • Lead construction staffing and resource planning across multiple projects, ensuring qualified personnel are assigned based on technical expertise, project complexity, location, and client needs.
  • Develop and maintain short- and long-term staffing forecasts to proactively support upcoming construction projects and changing workload demands.
  • Collaborate with senior leadership to establish construction management best practices, standard operating procedures, and continuous process improvements.
  • Anticipate project risks by reviewing schedules, upcoming construction activities, constructability concerns, and resource requirements well in advance of field operations.
  • Support recruitment, interviewing, onboarding, and professional development of construction management personnel to ensure the organization maintains a highly qualified workforce.
  • Lead all construction management activities from Notice to Proceed through project closeout.
  • Direct and supervise Resident Engineers, Office Engineers, Construction Inspectors, and project support staff.
  • Administer construction contracts and ensure compliance with contract documents, specifications, permits, and regulatory requirements.
  • Monitor project budgets, labor utilization, billing performance, profitability, and resource allocation to ensure successful financial outcomes.
  • Maintain oversight of contractor performance related to schedule, budget, quality, safety, and contract compliance.
  • Lead progress meetings with owners, contractors, utility companies, regulatory agencies, and project stakeholders.
  • Review and negotiate contractor payment applications, change orders, time extension requests, claims, and Requests for Information (RFIs).
  • Evaluate construction schedules, recovery plans, and sequencing to identify and mitigate project risks.
  • Coordinate utility relocations, third-party stakeholders, environmental compliance, railroad coordination, and traffic management activities.
  • Oversee quality assurance and quality control programs, ensuring construction complies with project specifications and agency standards.
  • Review inspection reports, testing results, shop drawings, material submittals, and field documentation.
  • Manage project budgets, cost forecasting, labor utilization, and monthly financial reporting.
  • Prepare executive-level project status reports for clients and senior leadership.
  • Identify project risks and implement proactive mitigation strategies.
  • Ensure compliance with OSHA requirements and promote a strong culture of safety throughout the project.
  • Manage dispute resolution and support claims avoidance through proper documentation and contract administration.
  • Lead and oversee construction inspection teams by establishing expectations, mentoring staff, reviewing performance, and ensuring consistent application of inspection procedures and quality standards.
  • Mentor and develop Resident Engineers, Office Engineers, Construction Inspectors, and junior staff.
  • Support business development efforts through client relationship management, proposal preparation, and project interviews.
  • Participate in project pursuits, staffing planning, and strategic growth initiatives.
  • Lead project closeout reviews and document lessons learned to improve future project delivery and organizational best practices.

Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or a related engineering discipline.
  • Professional Engineer (PE) license preferred.
  • NICET Level IV certification considered in lieu of a PE for qualified construction management candidates.
  • Experience managing multiple concurrent projects with a minimum of 10-15 years of progressively responsible construction management experience on transportation or public infrastructure projects.
  • Minimum 5 years of supervisory experience managing multidisciplinary construction teams.
  • Extensive experience managing heavy highway, bridge, utility, transportation, aviation, transit, or municipal infrastructure projects.
  • Thorough knowledge of construction contract administration, CPM scheduling, cost control, claims management, and change order negotiations.
  • Experience with NYSDOT, NYCDOT, MTA, PANYNJ, NYCDEP, DDC, Long Island municipalities, or other public agency projects preferred.
  • Strong understanding of federal, state, and local construction standards and specifications.
  • Experience with construction management software including Primavera P6, Microsoft Project, Procore, Appia, Primavera Contract Manager, or similar platforms preferred.
  • Excellent leadership, communication, negotiation, and client management skills.
  • Demonstrated ability to manage multiple concurrent projects and competing priorities.
  • Strong financial management, forecasting, and budgeting skills.
  • Valid driver's license, reliable transportation, and ability to travel to project sites.

Preferred Qualifications

  • PMP (Project Management Professional) Certification
  • CCM (Certified Construction Manager)
  • OSHA 30-Hour Construction Certification
  • ICC, NICET, or additional construction certifications
  • Experience with Design-Build and CM/GC delivery methods
  • Experience leading projects exceeding $50 million in construction value
