About The Role Under the general direction of the Director of Engineering, this position will contribute to the long-term planning and implementation of City infrastructure improvements to upgrade aging systems and right size infrastructure anticipated for future development. The position will include office and field work. Assignments will require knowledge of construction principles and an understanding of subsurface infrastructure and public utilities. Manages the design and construction of assigned public works projects including but not limited to: street/sidewalk reconstruction, infrastructure improvements (e.g., water, sewer, stormwater), parks and open spaces, athletic fields and other municipal facilities.Works with the Director of Engineering to develop a multi-year implementation plan for the maintenance/upgrade of existing infrastructure systems and to prepare for anticipated new developments.Works with design consultants to gather needed data and prepare concept plans for infrastructure improvements.Reviews plans and specifications in detail prior to procurement for City projects, or prior to construction for privately funded projects to ensure all City requirements have been identified and met.Assists with the procurement of services associated with the design and construction of assigned projects in compliance with Massachusetts procurement laws.Assists with peer review of private development projects, including managing consultant contracts.Assists in tracking, monitoring, and reporting on activities for engineering projects, and performs regular field inspections.Contributes to grant applications, and prepares required financial and progress reports as needed by funders.Administers the construction plan for assigned projects, including preparing cost estimates, tracking progress, and reviewing pay applications.Reviews plans and submittals for compliance with City permitting requirements, and coordinates permitting with outside agencies (EPA, MassDEP, MWRA).Manages assigned project budgets, including but not limited to preparing cost estimates, tracking progress, and reviewing pay applications and submitted materials; assists applicants with compliance to City standards for permits issued for private work within the City’s Right-of-Way, as assigned.Coordinates Engineering Department activities with other City departments, design consultants, and county, state, and federal agencies. Recommended Minimum Qualifications Bachelor’s degree in Civil Engineering, and 5-7 years’ practical design/field experience in civil engineering, architecture, land use planning or related field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. Special Requirements Ability to attain Professional Engineering (PE) Licensure within 2 years of hire.Engineer Intern (EIT) or Engineer-in-Training (SIT) status preferred. Knowledge Of Knowledge, Skills, and Abilities Advanced knowledge of the philosophies, principles, practices and techniques of civil engineering and public infrastructure. Knowledge of construction standards and building codes. Knowledge of principles, methodology, and practices of research and data collection. Experience with public utility projects preferred. Knowledge of effective writing and verbal communication techniques. Knowledge of computer programs and applications used in an office setting, which may include Microsoft Office suite, design software (e.g., Civil 3D, InfraWorks, ArcGIS), and data management. Experience collaborating with planners on transportation planning, environmental planning, land use planning/zoning, urban design, housing, and/or economic development is a plus. Skills In Project management of complex, often multi-year projects involving multiple vendors and stakeholders. Excellent oral and written communication skills for preparing and presenting reports and projects. Excellent visual skills in developing maps to convey key data and geographic trends. Skills and experience with graphic software (Illustrator, InDesign, Photoshop, SketchUp) or traffic modeling (Synchro) is a plus. Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers. Creative problem-solving skills to gather relevant information to solve less well-defined planning problems. Group facilitation skills for use with community workshops. Ability to work on several projects or issues simultaneously. Ability to manage projects effectively and meet firm deadlines. Ability to facilitate in-person and virtual public participation activities. Ability To Ability to read and interpret detailed plans and specifications. Ability to analyze complex technical issues and to develop relevant and realistic plans, programs, and recommendations. Ability to establish and maintain effective working relationships with department staff, other municipal departments, organizations, and contractors. Ability to adhere to policies and procedures, communicate in-person, via phone, email and in writing, and make impartial decisions. Ability to explain complex information in a manner that can be understood by all. Physical Demands Work effort principally involves maintaining a stationary position in an office to perform work tasks, with intermittent periods of movement to traverse worksite and field locations. There may also be some regular transport of objects such as office supplies and laptop. Work will require some agility and physical strength, such as moving independently in or about construction sites or over rough terrain. The role requires outdoor work in all weather conditions, including cold, wet, and windy environments, and travel between work areas in the City. Motor and Vision Skills Must be able to operate a personal computer and move about to access standard office equipment.
