About the Role
Golden State Water Company is one of the largest investor-owned water utilities in the United States, delivering quality, reliable water to more than 1 million people in over 80 communities throughout California. The Senior Civil Engineer leads a design team in the preparation of plans and specifications for drinking water capital improvement projects, ensuring goals, schedules, and budgets established by the Engineering Manager are met.
Responsibilities
- Leads a design team to perform or manage multiple potable water supply, treatment, storage, and distribution design projects.
- Prepares design plans and specifications, including site plans, grading plans, stormwater capture and conveyance design, and vehicular access plans for pumps, wells, treatment systems, and conveyance systems.
- Plans, directs, assigns, reviews, and evaluates the work of assigned staff, including preparing performance evaluations and career development profiles.
- Coordinates internal and external resources, including consultants, to ensure timely completion of assigned design projects while collaborating with operations, customer service, and water quality staff.
- Ensures compliance with State Water Resources Control Board Division of Drinking Water standards, including oversight of DDW Waivers for non-compliant crossings and liaising with the Water Quality Department.
- Prioritizes assigned design projects, monitors and reports on project schedules and budgets, and implements corrective actions as needed.
- Performs Quality Control on design projects by other engineers and consultants and implements a Quality Assurance program for the internal design team.
- Engages and manages consultants, reviews invoices, and evaluates submittals and field changes during the construction phase.
- Represents or assists in representing the company in public settings regarding projects.
- Performs engineering design services for Capital Improvement Programs, including preliminary design reports, cost estimates, cost/benefit analysis, value engineering reviews, and evaluations of system hydraulics, water supply, distribution, storage, treatment, and water quality projects.
- Supervises design services associated with new business projects.
Requirements
- Bachelor of Science degree in Engineering from an accredited college.
- Registration as a Professional Civil Engineer in the State of California (or ability to achieve registration within 18 months of hire).
- Six years of progressively responsible experience in water infrastructure design.
- Strong oral and written communication skills.
- Ability to analyze and solve complex problems.
- Physical demands may include standing, walking, bending, pulling, pushing, grasping, lifting, reaching, stooping, crouching, color determination, typing, sitting, reading, speaking, and listening for extended periods.
