About the role

The Office of Capital Projects Management seeks a Senior Capital Project Manager to oversee the planning, design, and construction of capital improvement projects ranging from $10,000 to $50,000,000+. This role involves managing projects for public buildings, parks, and recreational facilities, including those involving historic structures.

Responsibilities

  • Manage capital projects from planning through design and construction; prepare and manage consultant and contractor contracts.
  • Communicate with project stakeholders, architects/designers, contractors, vendors, user departments, executive management, and regulatory bodies.
  • Update and manage project schedules, costs, and budgets throughout the project lifecycle.
  • Resolve project issues including contract disputes, procedural issues, technical issues, schedule, and cost issues.
  • Evaluate and score proposals; qualify vendors; provide recommendations for contract awards.
  • Prepare contract/bid documents, bid addenda, and review/recommend bids.
  • Assess and plan for building and facility projects, develop schedules, and estimate costs.
  • Manage design consultants' contracts and perform quality control.
  • Review design documents and coordinate utilities and IT systems.
  • Coordinate project close-out procedures.
  • Manage construction contracts and perform quality control, including inspections.
  • Obtain necessary permits and manage compliance.
  • Review contractor submittals and technical reports.
  • Provide professional assistance and support to other City departments and external entities.
  • Evaluate and implement improvements to project management procedures and documents.

Requirements

  • Bachelor's degree in Engineering, Architecture, Construction Management, or closely related field with 4+ years of design/construction management experience.
  • One of the following or the ability to obtain within 1 year of onboarding: Georgia Professional Engineering (PE) License, Registered Architect license, or Project Management Profession (PMP) certification.
  • Valid state driver's license with an acceptable driving history.

  • Knowledge of capital improvement planning, cost estimation, and contract administration.
  • Knowledge of city budgeting, purchasing, and procurement policies.
  • Knowledge of job-related computer applications.
  • Knowledge of modern office practices and procedures.
  • Knowledge of computers and other modern office equipment.
  • Skills in developing and reviewing plans, specifications, schedules, and cost estimates for municipal facilities.
  • Skills in developing, administering, and negotiating professional service and construction contracts.
  • Skills in establishing priorities, organizing work, and meeting deadlines.
  • Skills in operating computers and other modern office equipment.
  • Skills in public and interpersonal relations.
  • Skills in oral and written communication.
