Responsibilities
- Serve as Project Manager for bridge and structures projects—scoping, scheduling, budgeting, risk management, and change management from planning through construction support.
- Lead technical delivery concept development, alternatives analysis, preliminary and final design; coordinate interdisciplinary inputs (structures, roadway, traffic, drainage/H&H, geotechnical, environmental, utilities, and construction).
- Ensure designs conform to AASHTO LRFD, HDOT/County standards, and applicable codes (ADA/PROWAG for pedestrian facilities on bridges, seismic and wind, welding, materials, and specifications).
- Oversee quality prepare and execute design QA/QC plans; coordinate independent checks, constructability reviews, and risk workshops.
- Engage agencies, stakeholders, and the public; prepare permitting packages and support environmental documentation and consultation.
- Support construction phase services (RFIs, submittals, addenda, field visits, and as‑builts).
- Cultivate and expand client relationships across HDOT and county agencies; lead or support pursuits (scoping, teaming, technical approach, and interviews).
- Identify strategic bridge opportunities (repair/retrofit, resilience, and replacements) and shape capture plans aligned with Hawai‘i market needs.
Requirements
- Bachelor’s degree in Civil Engineering (or related).
- Hawai‘i Professional Engineer (P.E.) license or ability to obtain within 6 months of hire.
- 15+ years of bridge/structural engineering experience, including 10+ years leading projects as a Project Manager.
- Proven delivery of successful projects for the State of Hawai‘i Department of Transportation (HDOT) Highways Division and county agencies (City & County of Honolulu, County of Maui, County of Hawai‘i, County of Kaua‘i).
- Experience managing multi-disciplinary bridge projects (planning, design, permitting, environmental, right-of-way coordination, utilities, traffic, hydraulics/hydrology, geotechnical, and construction support).
- Client-facing leadership primary point of contact; leads design/production meetings; develops scopes, fees, and schedules; and supports proposal and interview efforts.
- Working knowledge of applicable federal and state standards for bridges, including (but not limited to) AASHTO LRFD Bridge Design Specifications and the AASHTO Manual for Bridge Evaluation; FHWA National Bridge Inspection Standards (NBIS); and HDOT Standard Specifications and Special Provisions.
- Demonstrated familiarity with environmental and permitting pathways common to Hawai‘i bridge projects (NEPA/HEPA, Section 106/6E, Section 4(f), ESA, CZM/SMA, CWA 404/401, NPDES/MS4, and SHPD coordination).
- Strong relationships in the Hawai‘i transportation market with public owners and teaming partners. Ideally, you also have Master’s degree with structural emphasis; SE license. Hawaii Structural Engineer (S.E.) license preferred.
- Experience with bridge types common in Hawai‘i (precast/prestressed concrete girders, steel plate girders, segmental, box culverts, retaining walls, sign/signal structures) and with seismic analysis, retrofit/rehabilitation, and load rating.
- Experience with alternative delivery (DB, PDB, CM/GC, CMAR, and P3); pursuit development and design-build management.
- Hands-on knowledge of hydrology/hydraulics and scour evaluation (FHWA HEC-18/20/23) for stream, coastal, and tidal crossings; and resilience considerations (sea level rise, coastal hazards, wind per ASCE 7, and USGS seismic hazard).
- Familiarity with county and city standards and processes (DDC Civil Division bridge program, county public works standard specs/details).
- Experience coordinating staffing, mentoring early- and mid-career engineers, and applying QA/QC practices for consistent, high-quality deliverables.
- PMP, CCM, or DBIA (or willingness to obtain).
- Strong technical and proposal writing skills.
