Job Overview
PatchPlus seeks an experienced targeting and collateral damage professional to serve as the Senior Analyst Specialist II and CDE Qualification Program Lead in support of the Joint Targeting School (JTS), a Joint Chiefs of Staff (JCS) J7 schoolhouse at Dam Neck Annex, NAS Oceana, Virginia Beach, VA.
Responsibilities / Duties
- Provide day-to-day oversight of the DOD CDE Qualification Program;
- Develop, standardize, and distribute DOD CDE qualification courseware and master question files;
- Coordinate with the DOD CDE Qualification Program Manager on developing broad aspects of the CDE Qualification Course, subordinate school accreditation, and long-term milestones;
- Maintain standardization instructor criteria; qualify CDE standardization instructors;
- Coverage and execution of bi-annual CCMD and Service CDE program audits and accreditations; delivery of Audit and Accreditation Final Reports; maintenance of master list of accredited CDE programs;
- Facilitation of the annual CDE curriculum review; development of studies, position papers, and fact sheets as directed by the JTS Director or Joint Staff;
- Development, maintenance, and distribution to Service and CCMD CDE programs of a current set of CDE qualification courseware and a master question file; provision of training guidance and solicitation of feedback from subordinate programs;
- Maintenance of a professional image and adherence to JTS standards of professional conduct at all times.
Requirements
- U.S. Citizenship
- TOP SECRET/SCI security clearance with NACLAC in-scope within the last 5 years
- No degree with a minimum of 7 years’ warfighting operational experience REQUIRED:
- Graduate of the DOD CDE Qualification Course
- Demonstrated success in three (3) or more of the following areas:
- Expert knowledge of collateral damage methodology, precedent, procedures, and regulations issued by the DOD, JS, and the JS J7
- Familiarity with the Targeting community and key participants in Joint Targeting and Joint Planning Process
- Experience with communications and information systems training
- Experience in training deficiency resolution
- Experience in the Intelligence system and capabilities for both US and opposing forces (management, collection, processing, dissemination)
- Knowledge of Joint Doctrine and Chairman Instructions/Manuals
- Experience in Counterinsurgency operations and Irregular Warfare
- Experience in Cyberspace Operations Training; Electronic Warfare; Civilian Harm Mitigation
- Knowledge of Rules of Engagement
- Knowledge of quantitative and qualitative analysis and evaluations
- Comprehensive practical knowledge of ISD principles sufficient to independently plan, coordinate, and design instruction for complex joint targeting training programs
- High degree of knowledge in preparing and directing correspondence, reports, briefings, graphs, and charts; proficient with Microsoft Office Word, PowerPoint, and Excel
Preferred Qualifications
- Graduate of one or more Joint Targeting Staff Courses
- Experience conducting CDE or managing a CDE program
- Joint Staff or Combatant Command targeting staff experience
- Experience with CJCSI No-Strike and CDE Methodology
- Familiarity with NIPR/SIPR Microsoft Teams LMS or equivalent military LMSSharePoint experience
